44 2011-2014 York Region Accessibility Advisory Committee
Adelina Urbanski, Commissioner of Community and Health Services, February 17, 2011, regarding Appointments to the 2011-2014 York Region Accessibility Advisory Committee.
It was moved by Regional Councillor Spatafora, seconded by Mayor Dawe that Council receive the communication and approve the confidential proposed membership list for public appointment at the March 24, 2011 Regional Council meeting, subject to the successful completion of reference checks.

Clause No. 6, 407 Transitway Environmental Assessment - Project Update, was referred to the March 2, 2011 meeting of the Planning and Economic Development Committee for further consideration, with a request that a letter be sent to the Minister of the Environment requesting that he delay making a decision on this transit project assessment process pending Council's consideration of the further report from the Committee on March 24, 2011.

Regional Chair Fisch indicated that there will not be a Council Workshop on Thursday, February 24, 2011.

Commissioner Llewellyn-Thomas updated Council on the status of the negotiations between Veolia Transportation and the Amalgamated Transit Union. Veolia, one of York Region Transit's contractors, provides service in southwest York Region, and its employees rejected the proposed settlement reached by the
The Commissioner indicated that extra buses will be deployed and many York Region staff members have volunteered to assist with customer service in the event of a strike. It was noted that in the event of a strike many routes will still be operational and that YRT's website (www.yorkregiontransit.com) and call centre (1-866-MOVE-YRT) will be updated to provide passengers with the latest information.

It was moved by Regional Councillor Jones, seconded by Mayor Pellegrini that Council convene in Private Session for the purpose of considering the following:

2. Private Report of the Community and Health Services Committee - Affordable Housing Development

55 Appointments to the 2011-2014 York Region Accessibility Advisory Committee

56 Affordable Housing Development
It was moved by Regional Councillor Wheeler, seconded by Regional Councillor Spatafora that Council adopt the confidential direction to staff and the recommendations contained in the private report of the Community and Health Services Committee dated February 9, 2011 as follows:
1. Staff be directed to complete a Value Engineering and Contract Negotiations process with Fairwood Homes for the potential purchase of a 92 unit apartment building located on the southeast corner of The Queensway South and
2. Regional Council authorize the Chief Administrative Officer to award the contract to Fairwood Homes, should an agreement fulfilling the requirements of the Region be reached at a value not to exceed the bid amount.
3. Regional Council recommend to the Minister of Municipal Affairs and Housing that the Fairwood Homes proposal receive capital funding under the Canada-Ontario Affordable Housing Program, should new funding become available.
4. Regional Council allocate up to $20 million for this project from Investing in Ontario Act, 2008 funding.
