Regional Council met at 9:33 a.m. in the Council Chambers, York Region Administrative Centre, 17250 Yonge Street, Newmarket, with Regional Chair Fisch presiding.
The following were present at this Meeting:

It was moved by Mayor Emmerson, seconded by Regional Councillor Wheeler, that the Minutes of the Council meeting held on the 25th of January 2007, be confirmed in the form supplied to the Members.

35 PRESENTATIONS
Bruce Macgregor, Commissioner of Transportation and Works, indicated to Council that the Region had recently won the following awards:
The Region was acknowledged for its efforts in engaging the public at open houses in May 2006. The following staff members were specifically thanked for their role in the implementation of the activities and program: Bonnie Alexander, Sandra Malcic, Edward Skarjak, Jay Silverstein, Sabrina Ker, Michelle Herder, Michael Kemp and Heather Holland.
Ontario Public Works Association - Project of the Year Award - St. John's Sideroad McKenzie Wetland Project
The Region won the Project of the Year Award in the Environment Category for Projects having a value of greater than $10 Million. The Region was recognized for its environmental efforts in reconstructing
Oak Ridges Moraine Foundation Award -
The Region won the Oak Ridges Moraine Foundation Award for its construction of the York-Durham System Interceptor Project. The award recognized the Region for four accomplishments: 1) introducing the "constructive engagement" process; 2) use of environmentally- friendly technologies such as the Earth Pressure Balance Tunneling Machine; 3) training to ensure compliance and sensitivity to the environment; and 4) adding environmental consciousness to municipal infrastructure.
Mary-Frances Turner, Vice-President, York Region Rapid Transit Corporation, indicated that the Region had also won the following award:
The Region won the Project of the Year Award for Projects in the Transportation Category having a value of greater than $10 Million. The award specifically focused on the Region's VIVA bus rapid transit system's technologies and success.
Joann Simmons, Commissioner of Community Services, Housing and Health Services, indicated that the Region had recently won the following award:
The Heather Crowe Award � Recognizing York Region's Ongoing Commitment to a Smoke-Free Ontario
This award was presented to the Region by the Honourable Jim Watson, Minister of Health Promotion, during National Non-Smoking Week. The award was created by the Provincial Government to recognize individuals and organizations across
Regional Chair Fisch congratulated all staff members who were involved in these projects for their excellent work.
It was moved by Regional Councillor Wheeler, seconded by Mayor Emmerson, that the presentations be received.

38 Meeting of Joint Rapid Transit Public/Private Partnership Steering Committee
and Transit Committee � March 8, 2007
Mayor Emmerson inquired as to the status of the York Region Transit user costs and also whether there would be a special meeting of Council relating to the 2007 Rapid Transit and York Region Transit capital budgets.
Regional Chair Fisch advised Members of Council that a special meeting of the Joint Rapid Transit Public/Private Partnership Steering Committee and Transit Committee was being scheduled for March 8, 2007, following the Finance and Administration Committee meeting and that all members of Council were welcome to attend.

Regional Chair Fisch thanked Regional Councillor Wheeler and Regional Councillor Frustaglio, Commissioner Simmons and all members of the Accessibility Advisory Committee for their contributions. Regional Chair Fisch, Regional Councillor Wheeler and Commissioner Simmons accepted the award on behalf of Council.
It was moved by Regional Councillor Wheeler, seconded by Mayor Van Bynen, that the presentation be received.

PRIVATE SESSION
40 It was moved by Mayor Emmerson, seconded by Mayor Van Bynen, that Council convene in
Private Session, for the purpose of considering one labour relations matter, one personal matter about identifiable individuals and one property matter.

Council met in Private Session at 10:45 a.m. and reconvened in Council at 11:25 a.m.
It was moved by Regional Councillor Hogg, seconded by Mayor Black, that Council rise and report from Private Session with no report out.

41 CONFIRMATORY BY-LAW
It was moved by Regional Councillor Landon, seconded by Regional Councillor Spatafora, that the following by-law be enacted to confirm the proceedings of this meeting of Council.
