Regional Council met at 9:30 a.m. in the Council Chambers, York Region Administrative Centre, 17250 Yonge Street, Newmarket, with Regional Chair Fisch presiding.

It was moved by Mayor Dawe, seconded by Regional Councillor Rosati that Council confirm the Minutes of the Council meeting held on March 24, 2011 in the form supplied to the Members.

Council considered the following communications:

 

82        Administrative Professionals Week

 

Ms. Carla Simas, President, International Association of Administrative Professionals�, York Region Chapter, April 1, 2011, regarding recognition of the week of April 24 to 30, 2011, as Administrative Professionals Week and April 27, 2011 as Administrative Professionals Day

 

It was moved by Regional Councillor Hogg, seconded by Mayor Hackson that Council receive the communication and recognize the week of April 24 to 30, 2011, as Administrative Professionals Week and April 27, 2011 as Administrative Professionals Day.

83        "Just the Facts about Your Community"

 

Adelina Urbanski, Commissioner of Community and Health Services, April 21, 2011, providing a new fact sheet produced as part of the "Just the Facts about Your Community"

 

It was moved by Mayor Emmerson, seconded by Mayor Barrow that Council receive the communication.

84        Regional Street Tree Program Update

(Clause 5 of Transportation Services Committee Report No. 4)

 

Kathleen Llewellyn-Thomas, Commissioner of Transportation Services, April 21, 2011, forwarding additional information on the Regional Street Tree Program Update 

 

It was moved by Mayor Emmerson, seconded by Mayor Barrow that Council receive the communication and refer it to consideration of Clause 5 of Transportation Services Committee Report No. 4.

85        COMMITTEE REPORTS

 

It was moved by Mayor Emmerson, seconded by Regional Councillor Schulte that Council resolve itself into Committee of the Whole to consider the following reports:

 

Report No. 4 of the Community and Health Services Committee

Report No. 4 of the Environmental Services Committee

Report No. 4 of the Finance and Administration Committee

Report No. 4 of the Planning and Economic Development Committee

Report No. 4 of the Transportation Services Committee

Carried

 

Regional Chair Fisch chaired the Committee of the Whole.

 

The Committee of the Whole rose and recommended that Council adopt the recommendations in the following reports with amendments as noted:

Clause 1 � Upper York Sewage Solutions Project Update � Project 74270

 

Recommendation 2 be amended to provide that the Regional Clerk circulate this report to the Clerks of all of the local municipalities.

Report No. 4 of the Transportation Services Committee

 

It was moved by Mayor Hackson, seconded by Regional Councillor Hogg that Council adopt the recommendations of the Committee of the Whole.

86        BY-LAWS

 

It was moved by Mayor Barrow, seconded by Regional Councillor Hogg that Council introduce and approve certain Bills in the form as noted on the Revised Agenda and enact them as By-laws.

 

By-law No. 2011-15

A by-law to establish tax ratios and to specify the percentage by which tax rates are to be reduced for prescribed property subclasses for 2011

 

By-law No. 2011-16

A by-law to set and levy the rates of taxation for Regional general purposes for the year 2011

 

By-law No. 2011-17

To dedicate certain lands for the purposes of public highways

OTHER BUSINESS

 

87        Regional Council Education Session � April 28, 2011

 

It was moved by Regional Councillor Taylor, seconded by Regional Councillor Di Biase that:

 

1. Regional Council hold a meeting that is closed to the public pursuant to subsection 239 (3.1) of the Municipal Act for the purposes of educating its Members on matters pertaining to Vision 2051 and the proposed Centralized Services Centre; and

 

2. the meeting be held in the Seminar Room of the York Region Administrative Building beginning at 9:30 a.m. on April 28, 2011.

88        Queens York Rangers Fundraising event � May 11, 2011

 

Mayor Dawe informed members of Council that a Queens York Rangers fundraising event is scheduled for May 11, 2011 in Aurora.

 

 

89        Community Partnership Council

 

Regional Chair Fisch advised Members of Council that Mayor Van Bynen has been appointed to the Community Partnership Council.

 

 

90        Retirement of the Commissioner of Planning and Development Services

 

Regional Chair Fisch informed Council members that Bryan Tuckey, Commissioner of Planning and Development Services will be retiring at the end of June, 2011.

 

Regional Chair Fisch thanked Mr. Tuckey for his eleven years of dedicated service to York Region's residents. The Chairman commended Mr. Tuckey for his contributions towards positive growth within the Region and his involvement in creating healthy and sustainable communities. Regional Chair Fisch thanked Mr. Tuckey specifically for being instrumental in developing the updated York Region Official Plan.

 

Regional Councillor Taylor, Chair of the Planning and Economic Development Committee also extended his gratitude for Mr. Tuckey's vision, leadership, passion and knowledge while serving York Region residents.

 

Members of Council and those in attendance gave Mr. Tuckey a round of applause in appreciation for his service.

 

 

91        PRIVATE SESSION

 

It was moved by Regional Councillor Landon, seconded by Mayor Grossi that Council convene in Private Session for the purpose of considering the following:

 

1. Private Report of the Environmental Services Committee - Source Separated Organic Waste Processing Facility Design, Build and Operate Request for Proposals � Project 71335 � Land Acquisition and Security of Municipal Property

 

2. Private Report of the Community and Health Services Committee � Youth Housing Proposal, Town of Richmond Hill � A proposed or pending acquisition or disposition of land by the Region

 

3. Private Report of the Finance and Administration Committee � Ontario Nurses' Association � Negotiations Mandate � Labour Relations

 

4. Personnel � Recruitment � Personal Matters about Identifiable Individuals

Council met in Private Session at 10:25 a.m. and reconvened in Council at 12:03 p.m.

 

It was moved by Regional Councillor Heath, seconded by Regional Councillor Landon that Council rise and report from Private Session.

It was moved by Regional Councillor Di Biase, seconded by Regional Councillor Heath that Council adopt the confidential recommendations, as amended.

93        Youth Housing Proposal, Town of Richmond Hill

 

It was moved by Mayor Barrow, seconded by Mayor Hackson that Council adopt the confidential recommendations.

94        Ontario Nurses' Association � Negotiations Mandate

 

It was moved by Regional Councillor Jones, seconded by Regional Councillor Di Biase that Council adopt the confidential directions to staff.

Carried

 

 

95        Appointment of a Commissioner of Finance and Treasurer

 

It was moved by Regional Councillor Jones, seconded by Regional Councillor Taylor that Council consider a by-law to appoint Mr. Bill Hughes as Commissioner of Finance and Treasurer and to designate three individuals as Deputy Treasurers.

Carried by two-thirds majority

It was moved by Regional Councillor Jones, seconded by Regional Councillor Taylor that Council enact the following by-law to appoint Bill Hughes as Commissioner of Finance and Treasurer, effective June 13, 2011 and to designate Warren Marshall, Ed Hankins and Kelly Strueby as Deputy Treasurers.

96        CONFIRMATORY BY-LAW

 

It was moved by Regional Councillor Li, seconded by Mayor Scarpitti that Council enact the following by-law to confirm the proceedings of this meeting of Council.

To confirm the proceedings of Council at its meeting held on April 21, 2011.
