November 23, 2006

 

Regional Council met at 9:34 a.m. in the Council Chambers, York Region Administrative Centre, 17250 Yonge Street, Newmarket, with Regional Chair Fisch presiding.

 

The following were present at this Meeting:

It was moved by Regional Councillor Heath, seconded by Regional Councillor Ferri, that the Minutes of the Council meeting held on the 19th of October 2006, be confirmed in the form supplied to the Members.

            PRESENTATION

 

150      CMHC Housing Award

 

Mayor Taylor announced that the Region had recently won an award for its Armitage Gardens project from Canada Mortgage and Housing Corporation in the "Building Conversion" category. The Region was one of 16 award winners from across Canada picked by an independent national committee of housing experts.

 

Regional Chair Fisch and Mayor Taylor presented the award to Joann Simmons, Commissioner of Community Services, Housing and Health Services, Sylvia Patterson, Director of Housing Services and Gabe Tropea, Manager of Housing Development and Homelessness Initiatives.

Mike Colle, Minister, Ministry of Citizenship and Immigration, October 25, 2006.

 

It was moved by Regional Councillor Frustaglio, seconded by Regional Councillor Ferri, that Council receive the communication.

152      Langstaff and Yonge Area

 

Sheila Birrell, Town Clerk, Town of Markham, October 19, 2006, forwarding a motion adopted by the Council of the Town of Markham at its meeting on October 17, 2006, regarding properties in the Langstaff and Yonge area.

 

It was moved by Regional Councillor O'Donnell, seconded by Mayor Cousens, that Council receive the communication and refer it to the Committee that is to be formed on this issue.

153      COMMITTEE REPORTS

 

Mayor Jones presented the following reports for the consideration of Council:

Report No. 4 of the Commissioner of Community Services, Housing and Health Services

Report No. 4 of the Commissioner of Finance

 

It was moved by Mayor Jones, seconded by Mayor Black, that the reports be received and that Council resolve itself into Committee of the Whole to consider them.

Carried

 

Regional Chair Fisch chaired the Committee of the Whole.

It was moved by Mayor Young, seconded by Regional Councillor Heath, that certain Bills be introduced and approved in the form as noted on the Revised Agenda, and enacted as By-laws.

 

By-law No. RD-0529-2006-114

To dedicate certain lands for the purposes of public highways

 

By-law No. R-1451-2006-115

To acquire certain lands for or in connection with intersection improvements at Davis Drive (YR 31) and Yonge Street (YR 1), Town of Newmarket

 

By-law No. AG-0039-2006-116

A by-law to authorize the execution of a Municipal Funding Agreement for the Transfer of Federal Public Transit Funds

            OTHER BUSINESS

 

155      Final Meeting of Council's Term - Concluding Remarks

 

Regional Chair Fisch thanked the Members of Council and Regional staff for all of their hard work and achievements during the past three years.

 

The Regional Chair cited the many accomplishments of the Region over this term, including dealing with traffic congestion, major transit improvements including VIVA, waste management, new paramedic stations, more police officers and low crime rates, managing the Asian Long-Horned Beetle infestation, investing in the York-Peel feedermain, significant progress in the planning and building of the Sixteenth Avenue and Nineteenth Avenue sewers, construction of the King City sanitary sewer, acquisition of hundreds of acres of land on the Oak Ridges Moraine, continuing the Water for Tomorrow program and dealing with the West Nile Virus. He particularly noted the Region's excellent track record in protecting the environment.

 

The Regional Chair closed by stating that Regional Council was a catalyst for positive change and that the contributions of all of its Members cannot be overstated. He indicated that all Members of Council had served the Region, its communities and citizens well.

 

The Regional Chair and various Members then noted the large number of specific individual contributions made by each of the outgoing Members - Mayor Jones, Mayor Sherban, Mayor Bell, Mayor Di Biase, Mayor Taylor, Mayor Cousens and Regional Councillor O'Donnell.

 

It was moved by Regional Councillor Scarpitti, seconded by Regional Councillor Wheeler, that Regional Council express its deep gratitude and appreciation to the following Members of Council for all of their contributions over their terms of office on Regional Council as outlined below.
