Regional Council met at 9:30 a.m. in the Council Chambers, York Region Administrative Centre, 17250 Yonge Street, Newmarket, with Regional Chair Fisch presiding.

PRESENTATION

Inspector Thomas Carrique and Detective Peter Fleming from the York Regional Police and Regional Solicitor Joy Hulton made a presentation to Council regarding the proposed Municipal Fortification By-law.
Inspector Carrique and Detective Fleming provided information on current criminal activities within the Region that are protected by fortification on their properties and the challenges faced by both the Police and other Emergency Services to respond to incidents at these properties and maintain public safety.
Regional Solicitor Joy Hulton advised of the formation of the Staff Working Group from all area municipalities, the Region and York Regional Police to work toward the enactment of a uniform municipal fortification by-law and enforcement protocol across the Region to assist with law enforcement and public safety.
It was moved by Regional Councillor Wheeler, seconded by Regional Councillor Frustaglio that the presentation from Inspector Tom Carrique and Detective Peter Fleming, York Regional Police and Regional Solicitor Joy Hulton regarding the Municipal Fortification By-law be received.

It was moved by Mayor Morris, seconded by Regional Councillor Frustaglio that the Minutes of the Council meeting held on April 24, 2008 be confirmed in the form supplied to the Members.

71 Municipal Fortification By-law
Connie Phillipson, Executive Director, York Police Services Board, April 28, 2008, forwarding a copy of the report entitled Municipal Fortification Bylaw, received at the Board's meeting on April 23, 2008.
It was moved by Regional Councillor Wheeler, seconded by Mayor Scarpitti that the communication be received and that Regional Council:
1. endorse the efforts by York Regional Police and the Staff Working Group; and
2. encourage all area municipalities within York Region to adopt a uniform fortification by-law and to establish best practices for the application of such a by-law in each municipality across the Region; and
3. that the Area Clerks be so advised.

72 Extension of the Safer Communities 1,000 Officer Policing Partnership Grant
Connie Phillipson, Executive Director, York Police Services Board, May 1, 2008, forwarding a copy of the report entitled Extension of the Safer Communities � 1,000 Officer Policing Partnership Grant, received by the Board at its meeting on April 23, 2008 and requesting a resolution of Council authorizing the Region to enter into an Agreement with the Ministry of Community Safety and Correctional Services.
It was moved by Regional Councillor Wheeler, seconded by Mayor Scarpitti that the communication be received and that Regional Council authorize the Region to enter into an Agreement with the Ministry of Community Safety and Correctional Services regarding the Provincial Safer Communities � 1,000 Officer Policing Partnership (SC � TOPP) Grant Program.

It was moved by Regional Councillor Wheeler, seconded by Regional Councillor Frustaglio that the communication be received and that Regional Council recognize June 1 to June 7, 2008 as National Access Awareness Week.

Linda Cooper, President, TESL North York/York Region, April 22, 2008, requesting that Council recognize November 9 � 15, 2008 as "English as a Second Language Week".
It was moved by Regional Councillor Hogg, seconded by Mayor Grossi that the communication be received and that Regional Council recognize November 9 � 15, 2008 as "English as a Second Language Week".

It was moved by Mayor Barrow, seconded by Regional Councillor Wong that the communication be received and that deputant status be granted.

DEPUTATIONS
Council then heard the following deputations:
78 32nd Annual Easter Seals Run/Walkathon
Mr. Joe Persechini addressed Council regarding the 35th Annual Easter Seals Run/Walkathon to be held at the Upper Canada Mall in
Mr. Persechini announced that Regional Chair Fisch and Mayor Van Bynen are Honorary Co-Chairs of this year's event. He expressed his appreciation to Regional Chair Fisch, Members of Council and the staff of the Region and York Regional Police for their support and participation over the years. He encouraged Council and staff to support this year's event through participation, volunteering or making a donation.
Julia Oliver, 2008 Easter Seals Ambassador, spoke to Council about the kinds of equipment and support that are required for children with disabilities to assist them with their daily activities. She expressed her extreme appreciation to Regional Chair Fisch, Members of Council and all the staff for their support for this event.
Regional Chair Fisch thanked Mr. Persechini and all of the people who work with him for their time and effort in support of this event. He noted that it has raised about $32 million over the years and that many Members of Council have been Honorary Chairs in the past.
Mr. Persechini and Ms Oliver presented Event T-shirts to Honorary Co-Chairs Regional Chair Fisch and Mayor Van Bynen.

Tania Au Yeung, Fundraising Coordinator for the Toronto/York Region Juvenile Diabetes Research Foundation addressed Council regarding the York Ride for Diabetes Research to be held on Wednesday, October 8, 2008 at Le Parc Conference & Banquet Centre. This event is a stationary bike-a-thon where teams of five from companies and organizations raise pledges to support research for juvenile diabetes.
Mayor Barrow advised of his association with this event. He announced that 2008 York Ride Campaign Kickoff event will be held on Wednesday June 11, 2008 from 7:30 � 9:00 a.m. at the Delta
It was moved by Mayor Barrow and seconded by Mayor Van Bynen that the deputation be received with thanks.

OTHER BUSINESS
81 Recognition of 25 Years of Council Service
Regional Chair Fisch advised Council that
Regional Councillor Wheeler advised that there were three recipients of this award this year. He spoke about the changes he has seen in during his 25 years of service and how proud he is to have been involved. He advised that he is looking forward to many more years of service.
82 Deputy Regional Clerk Jeffrey Abrams
Regional Chair Fisch advised that this would be Deputy Regional Clerk Jeffrey Abrams' last Council meeting as he has accepted the position of Clerk at the City of
Regional Chair Fisch congratulated Mr. Abrams on this appointment and thanked him for his three and a half years of service to the Region.
83 Council Consent to Regional Chair
AMO Board of Directors
Regional Chair Fisch advised Council of his wish to run for the 2008-2009 AMO Board of Directors � Regional and Single-Tier Caucus. He advised that a resolution is required if Council is in support of this.
It was moved by Regional Councillor Frustaglio, seconded by Mayor Scarpitti that the Council of the Regional Municipality of York consents to Regional Chair Bill Fisch running for the 2008 � 2009 AMO Board of Directors Regional and Single Tier Caucus.

84 Federation of Canadian Municipalities
Regional Councillor Hogg provided Council with information regarding the upcoming Federation of Canadian Municipalities conference being held in
85 Employment Issue
It was moved by Regional Councillor Frustaglio, seconded by Regional Councillor Heath that Council receive the confidential report from the Health and Emergency Medical Services Committee regarding an employment issue and that the report remain confidential as it pertains to a personal matter about an identifiable individual.

86 Condolences
Regional Chair Fisch expressed condolences on behalf of Council to both Regional Councillor Heath and Regional Councillor Landon, each of whom has recently lost his mother.
