Regional Council met at 9:30 a.m. in the Council Chambers, York Region Administrative Centre, 17250 Yonge Street, Newmarket, with Regional Chair Fisch presiding.

 

The following were present at this Meeting:

            PRESENTATION

 

184      2009 Operating Business Plans and Budgets

 

Lloyd Russell, Commissioner of Finance, presented an overview of the 2009 Proposed Operating Business Plans and Budget.

 

The presentation outlined the current proposed increases in the operating budget and a number of financial pressures on the Region, both in 2009 and in the longer term.  It also proposed a series of timelines for consideration of the Business Plans and Budget.

 

It was moved by Mayor Van Bynen, seconded by Mayor Barrow that:

 

1. The presentation be received; and

 

2. The 2009 Proposed Operating Business Plans and Budget be referred to the Standing Committees for consideration in January 2009.

185      MINUTES

 

It was moved by Regional Councillor Taylor, seconded by Regional Councillor Landon that Council confirm the Minutes of the Council meeting held on November 20, 2008 in the form supplied to the Members.

186      COMMITTEE REPORTS

 

It was moved by Mayor Morris, seconded by Mayor Barrow that Council resolve itself into Committee of the Whole to consider the following:

 

Report No. 8 of the Community Services and Housing Committee

Report No. 10 of the Finance and Administration Committee

Report No. 11 of the Planning and Economic Development Committee

Report No. 10 of the Rapid Transit Public/Private Partnership Steering Committee

Report No. 8 of the Solid Waste Management Committee

Report No. 9 of the Transit Committee

Report No. 10 of the Transportation and Works Committee

Carried

 

Regional Chair Fisch chaired the Committee of the Whole.

 

The Committee of the Whole rose and recommended that Council adopt the following reports with amendments as noted:

 

Report No. 8 of the Community Services and Housing Committee be adopted without amendment;

 

Report No. 10 of the Finance and Administration Committee be adopted without amendment;

 

A proposed amendment to Clause 8 relating to transferring the $25.772 Million surplus (Tables 3 and 5) from the Social Assistance Reserve Fund to the Housing Replacement Reserve Fund was referred to the Finance and Administration Committee and the Community Services and Housing Committee for further discussion.

 

Report No. 11 of the Planning and Economic Development Committee be adopted without amendment;

 

Report No. 10 of the Rapid Transit Public/Private Partnership Steering Committee be adopted without amendment;

 

Staff were asked to prepare an information report for the January 15, 2009 Transit Committee meeting concerning Canadian content policies for bus procurement.

 

Report No. 8 of the Solid Waste Management Committee be adopted without amendment;

 

Report No. 9 of the Transit Committee be adopted without amendment;

 

Report No. 10 of the Transportation and Works Committee be adopted without amendment.

 

It was moved by Mayor Scarpitti, seconded by Mayor Jackson that Council adopt the recommendations of the Committee of the Whole.

It was moved by Regional Councillor Frustaglio, seconded by Mayor Scarpitti that Council introduce and approve certain Bills in the form as noted on the Revised Agenda, and enact them as By-laws.

A by-law to adopt Amendment No. 56 to the Official Plan for the Region of York

 

By-law No. 2008-77

A by-law to adopt Amendment No. 61 to the Official Plan for the Region of York

 

By-law No. 2008-78

To require proponents to request a pre-application meeting prior to submitting applications to amend the York Region Official Plan

 

By-law No. 2008-79

To acquire certain lands for or in connection with the construction of the Woodbine Avenue watermain, Town of Georgina

 

By-law No. 2008-80

To dedicate certain lands for the purposes of public highways

 

By-law No. 2008-81

A by-law to discontinue the Property Tax Write-Off Reserve Fund

 

By-law No. 2008-82

A by-law to amend the purpose of the Tax Stabilization Reserve Fund

A by-law to authorize the temporary borrowing of monies to meet expenditures made in connection with a work to be financed in whole or in part by the issue of debentures

 

By-law No. 2008-90

A by-law to adopt Amendment No. 52 to the Official Plan for the Region of York

OTHER BUSINESS

 

188      Neil Garbe, Newly Appointed CAO of the Town of Aurora

 

On behalf of Regional Council, Regional Chair Fisch congratulated Neil Garbe on his appointment as Chief Administrative Officer with the Town of Aurora and thanked him for his contributions to the Region. 

 

Neil commenced his employment with York Region in 1997 with the Planning and Economic Development Department and worked with the last three Chief Administrative Officers at the Region.  Mayor Scarpitti added his personal congratulations to Neil and noted the excellent service he provided, especially at the Planning and Economic Development Committee.

 

 

189      PRIVATE SESSION

 

It was moved by Mayor Emmerson, seconded by Regional Councillor Wong that Council convene in Private Session for the purpose of considering the following:

 

1. Private Attachment to Clause 6, Report 10 of the Community Services and Housing Committee - "Community Development and Investment Fund Strategy:  Request for Approval of Recommended 2009 One-Year Projects" - Security of Municipal Property.

 

2. Private Report of the Community Services and Housing Services, "Newmarket Development Opportunity, Regionally Owned Site" � Security of Municipal Property.

 

3. Private Report of the Transportation and Works Committee � Application for Approval Under the 1985 Great Lakes Charter - Solicitor and Client Privilege.

 

Carried

 

Council met in Private Session at 11:47 a.m. and reconvened in Council at 11:58 a.m.

 

 

It was moved by Regional Councillor Wheeler, seconded by Mayor Black that Council rise and report from Private Session.

It was moved by Regional Councillor Wong, seconded by Mayor Young that Council enact the following by-law to confirm the proceedings of this meeting of Council.
