202 Unpaid Fees under the Provincial Offences Act
Mafalda Avellino, Executive Director, The Regional Municipality of York Police Services Board, November 25, 2011, forwarding a request endorsed by the Police Services Board at its meeting on November 23, 2011, regarding unpaid fines under the Provincial Offences Act
It was moved by Regional Councillor Wheeler, seconded by Mayor Emmerson that Council receive the communication and endorse the decision of the Police Services Board which in turn endorsed the request from Dr. Alok Mukherjee, President of the Ontario Association of Police Services Boards (OAPSB) to the Province asking for solutions to allow for enforcement and receipt of outstanding unpaid fines.

OTHER BUSINESS
209 Council Workshop - January 19, 2012
Following discussion by Council, Regional Chair Fisch informed Council that the Council Workshop scheduled for January 19, 2012 will not be dedicated to considerations in the 2012 Capital and Operating Budgets. These will be dealt with at the January 12, 2012, meeting of the Finance and Administration Committee.
210 International Federation of Canadian Municipalities Economic
Development Program
Regional Chair Fisch announced Regional Councillor Hogg's recent appointment to the Federation of Canadian Municipalities (FCM) as a representative on the Municipalities Partners for Economic Development (MPED) Program.
Regional Councillor Hogg informed Council of the lobbying effort undertaken by the FCM that is focused on protecting long term municipal infrastructure plans. Many of the funding initiatives will be expiring in 2014 and will have an impact on the Region and its local municipalities unless protected for the longer term.

Mayor Van Bynen announced that Ian Proudfoot, York Region resident and Publisher of the York Region Media Group, was recently honoured with the Ontario Medal for Good Citizenship - an honour given to people who, through exceptional long-term efforts, have made outstanding contributions to the well-being of their communities and whose assistance is given without expectation of remuneration or reward.
212 YMCA Peace Medallion Award
Mayor Grossi announced that Regional Councillor Wheeler recently received the YMCA Peace Medallion award recognizing him for his efforts in building peace in the community and inspiring the lives of others.
213 Police Services Board - Regional Councillor Wheeler
Regional Chair Fisch announced that Regional Councillor Wheeler's term of office with the Police Services Board will be concluding on December 31, 2011.
The Regional Chair congratulated Regional Councillor Wheeler for all of his work on the Police Services Board for over a decade since 2000 and for his outstanding service as Chair of the Board over the past five years.
PRIVATE SESSION
214 It was moved by Mayor Bevilacqua, seconded by Mayor Dawe that Council convene in Private Session for the purpose of considering the following:
1. Private Report of the Commissioner of Corporate Services - ONA Collective Agreement Bargaining Results - Labour Relations
Council met in Private Session at 11:50 a.m. and reconvened in Council at 12:03 p.m.
It was moved by Mayor Dawe, seconded by Regional Councillor Schulte that Council rise and report from Private Session.
