11-34 Approval of Minutes of the October 6, 2011 Board Meeting
It was moved by Mayor Barrow that the Board confirm the Minutes of the October 6, 2011 meeting of the Board of Directors of York Region Rapid Transit Corporation, which was Carried.

11-35 York Region Rapid Transit Corporation � Metrolinx Capital Plan and Capital and Operating Budgets Approval
A report of the President, dated November 16, 2011, was presented recommending that:
1. The York Region Rapid Transit Corporation (YRRTC) Board of Directors consider the Metrolinx Capital Plan of $1.82 billion, and endorse the 2012 Metrolinx Capital Budget of $215.7 million for YRRTC.
2. The York Region Rapid Transit Corporation (YRRTC) Board of Directors endorse the 2012 Metrolinx Operating Expenditures Budget of $8.2 million for YRRTC, which includes the 14 additional staff and expenses needed for the delivery of the above noted Capital Budget � all Operating Expenditures are fully recoverable and do not have any financial implications for York Region.
It was moved by Mayor Barrow that the Board adopt the foregoing recommendations, which was Carried.
11-36 York Region Rapid Transit Corporation � Regional Capital Plan and Capital and Operating Budgets Approval
A report of the President, dated November 16, 2011, was presented recommending that:
1. The York Region Rapid Transit Corporation (YRRTC) Board of Directors consider and approve the Regional Capital Plan of $1.37 billion, and advance the 2012 Regional Capital Budget of $332.2 million for YRRTC to the Finance and Administration Committee and Regional Council for approval.
2. The York Region Rapid Transit Corporation (YRRTC) Board of Directors consider, approve and advance the 2012 Regional Operating Expenditures Budget of $10.8 million for YRRTC to the Finance and Administration Committee and Regional Council for approval.
It was moved by Mayor Bevilacqua that the Board adopt the foregoing recommendations, which was Carried.
11-37 Project Status Report 2011 -- Q3

Paul May, Acting President, Michael Cheong, Chief Financial Officer and Dale Albers, Chief Communications Officer updated the Board on funding, financials, construction status and communications activities.
A report of the President, dated November 22, 2011, was presented recommending that:
1. The attached Project Status Quarterly Report -- 2011 -- Q3 -- of the Chief Financial Officer be received for information.
It was moved by Mayor Bevilacqua that the Board adopt the foregoing recommendation, which was Carried.
11-38 Private Session
The Board resolved into private session from 2:00 p.m. to 2:23 p.m.
There being no further business, the Board adjourned at 2:23 p.m.
