The Board of Directors of Housing York Inc. met at 3:15 p.m. in Committee Room A, Regional Building, 17250 Yonge Street, Newmarket, Ontario.

It was moved by Mrs. Sherban, seconded by Mr. Ferri that the Minutes of the Board of Directors of Housing York Inc. meeting of June 1, 2005 be confirmed, which was Carried.

Legal Agreements to Effect Land Transfer � 18838 Yonge Street, Town of East Gwillimbury Transitional and Supportive Housing Services of York Region

 

A Report of the General Manager dated August 24, 2005 was presented recommending that:

 

1. The Corporation be authorized to enter into an Assignment Agreement under which it will assume the responsibilities and obligations of The Regional Municipality of York under a certain Agreement of Purchase and Sale between Transitional and Supportive Housing Services of York Region ("TSHSYR") with respect to the property known municipally as 18838 Yonge Street, in the Town of East Gwillimbury (the "Property").

           

2. Subject to the assignment contemplated in Recommendation #1, the Corporation be authorized to enter into a lease with TSHSYR respecting the Property whereby TSHSYR will continue to provide the current services to clients resident in the facilities on site.

 

3. Subject to the assignment contemplated in Recommendation #1, the Corporation be authorized to enter into an Operating Agreement with TSHSYR wherein TSHSYR relinquishes certain rights and obligations under the Social Housing Reform Act, 2000 to Housing York Inc.

 

4. The Chair and Secretary of the Corporation be authorized to execute the above agreements on the Corporation's behalf, and any ancillary documentation thereto, subject to the review of the Corporation's solicitor.

 

5. Staff be authorized to take any other steps to give effect to the foregoing.

It was moved by Mr. Heath, seconded by Mr. Fisch that the foregoing report be adopted, which was Carried.

 

 

Blue Willow Terrace (Vaughan) Approval of Lease and Community Rental Housing Program Agreements

 

A Report of the General Manager dated August 24, 2005 was presented recommending that:

 

1. The Corporation be authorized to enter into a lease with The Regional Municipality of York for its premises in the Blue Willow Terrace seniors' mixed use development, and the Board Chair and Secretary be authorized to sign the lease on the Corporation's behalf, subject to the prior review of the Corporation's solicitor.

 

2. The Corporation be authorized to enter into the Provincial Contribution Agreement with the Province in order to secure funding under the Pilot Project component of the Community Rental Housing Program (CRHP) and the General Manager be authorized to execute the agreement, on behalf of the Corporation, subject to the prior review of the Corporation's solicitor.

 

3. The Corporation be authorized to provide security to the Ministry of Municipal Affairs and Housing (MMAH) for the approved $1,740,000 in CRHP funding in the form of an Assignment of Rents and General Security Agreement, subject to the prior review of the Corporation's solicitor.

 

4. Staff be authorized to take the necessary actions to give effect thereto.

It was moved by Mr. Ferri, seconded by Mrs. Sherban that the foregoing report be adopted, which was Carried.

 

 

Energy Management Strategy

 

A Report of the General Manager dated August 24, 2005 was presented recommending that:

 

1. A draw of up to $500,000 of retained earnings be approved to:

         Fund the development of an Energy Management Strategy for Housing York Inc.

         Provide seed money for Energy Pilots at 540 Timothy Street in the Town of Newmarket and 325 Elm Road in the Town of Whitchurch-Stouffville

         Fund a staff position to manage these initiatives.

 

2. The Region be requested to increase its staff complement in the 2006 budget year by one permanent full-time employee (FTE) to secure a resource to be dedicated to the Housing York Inc. portfolio for the purposes of developing and implementing a Energy Management Strategy. This position is to be funded from retained earnings for an initial period of up to two years, following which the position will be funded from energy conservation savings.

 

3. Staff be directed to make application to potential funding entities to offset the cost of energy conservation programs, where possible.

It was moved by Ms Hogg, seconded by Mr. Ferri that the foregoing report be adopted, which was Carried.

 

 

Housing York Inc. Activity Report

It was moved by Mr. Grossi, seconded by Mr. Heath that the Housing York Inc. Second Quarter (April 1, 2005 � June 30, 2005) Activity Report be received, which was Carried.

 

PRIVATE SESSION

 

The Board moved to Private Session at 3:42 p.m. to consider a property matter and returned to Open Session at 3:43 p.m. with no report.

 

There being no further business, the Board adjourned at 3:44 p.m.
