Regional Council held a Special Meeting at 9:39 a.m. in the Council Chambers, York Region Administrative Centre, 17250 Yonge Street, Newmarket, with Regional Chair Fisch presiding.

 

The following were present at this Meeting:

81        TRIBUTE

 

Gordon L. Rowe, Former Regional Councillor

 

Regional Chair Fisch announced with sadness the passing of former Regional Councillor Gordon Rowe.  Gordon Rowe, who passed away on Tuesday, May 26, 2009 in his 91st year, was a Regional Councillor for the Town of Richmond Hill from 1971 to 1976 and from 1979 to 1988.  He was an original member of Regional Council and participated on the Region's Engineering, Planning and Health and Social Services Committees and was a member of the York Central Hospital Board, the Canadian National Exhibition Board and the South Lake Simcoe Conservation Authority during his seven terms.

 

Mayor Barrow noted that it had been a pleasure to know Mr. Rowe who had served on the York Central Hospital Board for 10 years and had given great service to his community.

 

Regional Council and all those present observed a moment of silence in memory of Gordon Rowe.

Council received the following presentations:

 

82        Regional Official Plan (ROP) Update

 

John Waller, Director, Long Range and Strategic Planning, provided an update on the status of the five-year Regional Official Plan.  Mr. Waller noted that the Provincial and Regional planning context has changed in recent years to include the Oak Ridges Moraine Conservation Plan, the updated Population and Employment forecasts, the Greenbelt Plan, the Places to Grow Plan, Source Water Protection, Metrolinx and the Lake Simcoe Plan. There have also been many Regional successes including the Sustainability Strategy, Viva, Water for Tomorrow, the Master Plan Updates and the Greening Strategy.

 

Mr. Waller advised that since 2004 extensive technical reports have been completed and a three phase consultation program has been completed as part of the Planning for Tomorrow portion of the ROP update. The ROP Update focuses on sustainability, growth management and servicing our population.

 

The draft updated ROP will be presented to Committee and Council in June 2009 with stakeholder consultation taking place during the summer and fall of 2009.

 

 

83        Water and Wastewater Master Plan Update and Transportation Master Plan Update [4.2MB]

(Report No. 1 of the Commissioner of Planning and Development Services and the Commissioner of Environmental Services, and Report No. 1 of the Commissioner of Planning and Development Services, the Commissioner of Transportation Services and the Vice President, York Region Rapid Transit Corporation)

 

Paul May, Director, Infrastructure Planning, provided an overview of the Water and Wastewater Master Plan and the Transportation Master Plan.  The highlights included the common themes of integration and coordination, sustainable development and extensive consultation and liaison.

 

Mr. May reviewed the objectives of this Water and Wastewater Master Plan Update which includes an estimate of York Region's water and wastewater needs for the next 40 to 50 years.

 

Mr. May also reviewed the objectives of the Transportation Master Plan Update which included updates to the 2002 Transportation Master Plan transit and road networks, prioritization of short, medium and long-term transportation goals through 2031, identification of policy and program needs and the Master Plan process to address Phases 1 and 2 of project Class Environmental Assessments.

 

The Draft Master Plans will be available for public review until September 30, 2009 following which staff will report back with final draft Master Plans in the fall of 2009.

84        Funding Implications of Servicing Growth

 

Kelly Strueby, Director, Business Planning and Budgets, reviewed the funding implications of servicing growth. Ms. Strueby commented on the preliminary results from the Fiscal Impact Analysis relating to development charges, the potential impact on the tax levy, alternative funding sources and the impact on water and wastewater rates.

 

It was moved by Regional Councillor Jones, seconded by Regional Councillor Ferri that the three presentations be received.

It was moved by Regional Councillor Frustaglio, seconded by Regional Councillor Ferri that Council adopt the recommendations contained in Report No. 1 of the Commissioner of Planning and Development Services and the Commissioner of Environmental Services dated May 15, 2009, with the following amendment:

 

Those local municipalities wishing to have Regional staff attend to make presentations are requested to contact Regional staff directly to make the appropriate arrangements.

86        Transportation Master Plan Update, Draft for Public Review

It was moved by Regional Councillor Landon, seconded by Regional Councillor Spatafora that Council adopt the recommendations contained in Report No. 1 of the Commissioner of Planning and Development Services, the Commissioner of Transportation Services and the Vice President, York Region Rapid Transit Corporation, dated May 13, 2009, with the following amendment:

 

Those local municipalities wishing to have Regional staff attend to make presentations are requested to contact Regional staff directly to make the appropriate arrangements.

87        Speed Limit Revision, Ravenshoe Road, Town of Georgina

(Clause 11 of Transportation and Works Committee Report No. 9, dated November 5, 2008)

 

It was moved by Mayor Grossi, seconded by Regional Councillor Landon that Council adopt the staff recommendations contained in Clause 11 of Transportation and Works Committee Report No. 9, dated November 5, 2008, as follows:

 

1. The speed limit on Ravenshoe Road (Y.R. 32), on the newly reconstructed section of road, 100 metres west of the west limit of Weir's Sideroad (Y.R. 81) to the west limit of Prout Road, in the Town of Georgina, be increased to 80 kilometres per hour from 70 kilometres per hour.

 

2. The Regional Solicitor prepare the necessary by-law.

 

3. The Regional Clerk forward this report to the Clerks of the Town of Georgina and the Region of Durham, and the Chief of York Regional Police.

88        BY-LAW

It was moved by Mayor Grossi, seconded by Mayor Emmerson that Council introduce and approve the following Bill in the form as noted on the Agenda and enact it as a By-law.

 

By-law No. 2009-31 [4MB]

To amend By-law R-1325-2002-127, being a By-law to prescribe maximum rates of speed on Ravenshoe Road (Y.R. 32)

89        PRIVATE SESSION

 

It was moved by Regional Councillor Jones, seconded by Regional Councillor Heath that Council convene in Private Session for the purpose of considering the following:

 

1. Private presentation regarding York Region Rapid Transit Corporation Governance � Solicitor-Client.

Carried

 

Council met in Private Session at 11:42 a.m. and reconvened in Council at 12:29 p.m. with no report out.

 

 

It was moved by Regional Councillor Jones, seconded by Mayor Van Bynen that Council rise and report from Private Session.

90        CONFIRMATORY BY-LAW
