THE REGIONAL MUNICIPALITY OF YORK

 

 

April 29, 2004

 

Regional Council met at 9:14 a.m. in the Seminar Room, York Region Administrative Centre, 17250 Yonge Street, Newmarket, with Regional Chair Fisch presiding.

 

The following were present at this Meeting:

 

Mayor:  Black, Di Biase, Grossi, Jones, Sherban, and Young.

 

Regional Councillor:  Frustaglio, Heath, Jackson, Jones, O'Donnell, Scarpitti, Van Bynen, and Wheeler.

 

Staff:  Davidson, Garrett, Hankins, Hill, Hulton, Patterson, Schipper, Tuckey.

 

 

111      2004 Tax Policy Decisions

(Report No. 2 of the Commissioner of Finance)

 

In considering this matter, Council had before it  Report No. 2 of the Commissioner of Finance, deferred from Council's meeting of April 22, 2004.

 

Council also had before it a memorandum (April 28, 2004) from Barb Cribbett, Treasurer, Town of Markham, to the Mayor and Members of Markham Council.

 

Council heard a presentation from Ed Hankins, Director of Policy, Risk and Treasury. A copy of the presentation materials is on file in the Office of the Regional Clerk.

 

It was moved by Regional Councillor Scarpitti, seconded by Mayor Di Biase, that Council:

a) receive the presentation; adopt Option 2 as set out in Report No. 2 of the Commissioner of Finance, and request the Minister of Finance to approve the following tax ratios:

b) adopt recommendations 2 to 5 contained in Report No. 2 of the Commissioner of Finance as follows:

 

2. The tax reductions for the vacant and excess land subclasses in the Commercial and Industrial property classes remain at 30% and 35% respectively.

 

3. Discounts for the first and second subclasses for farmland awaiting development remain at 75% and 0% respectively.

 

4. No new Optional Classes be adopted or Graduated Tax Bands be established for the 2004 taxation year.

 

5. The Regional Solicitor be authorized to prepare the necessary by-law to give effect to the above-noted recommendations.

112      CONFIRMATORY BY-LAW

 

It was moved by Regional Councillor Frustaglio, seconded by Regional Councillor Van Bynen, that the following by-law be enacted to confirm the proceedings of this meeting of Council.

 

By-law No. M-0706-2004-039

To confirm the proceedings of Council at its meeting held on April 29, 2004.

Carried.

 

The Council meeting adjourned at 10:18 a.m.
