The Yonge Subway Advisory Task Force began its meeting at 2:07 p.m. on June 24, 2008.

 

 

 

1  UPDATE - COMMITTEE PROCEEDINGS

 

The Yonge Subway Advisory Task Force advises the Rapid Transit Public/Private Partnership Steering Committee of the following matters having been considered by the Yonge Subway Advisory Task Force with the following action:

 

 

A.  PRESENTATION AND DISCUSSION ITEMS

 

Ms. Turner commented on the revised Yonge Subway Study Timeline which the Task Force had asked be revised to accommodate the provincial budget timeframe. The new timeline will compress the work program by three weeks so the Environmental Assessment approval is in time for consideration with the provincial budget.

 

1.  Yonge Subway Public Consultation Centre (PCC)

            June 17 and 18 Debrief

 

Mr. Albers provided a summary of the communications outreach to inform the public and stakeholders including mailings, posters in public buildings and websites. 

 

Review of Public Input

Mr. Albers also reviewed the survey results of the public presentation centres held on June 17 and 18. A total of 132 people participated in the public sessions and all responses were favourable.

 

The Task Force members were advised that display boards were set up, technical papers were handed out and staff were available for discussion. 

 

The Task Force members were requested to complete the questionnaire provided in the presentation package and submit it to staff.

 

Review of Stakeholder Discussions

Mr. Bowers provided a summary of the Yonge Subway consultations held with the following stakeholders:  Holy Cross Cemetery, Toronto Region Conservation Authority, Toronto Ladies Golf Course, Thornhill Golf Course, Condor/Angus Glen (Langstaff Area), Metrus Properties (RH Terminal Area), Steeles West Landowers, Ontario Ministry of Transportation, Ontario Realty Corporation and 407/ETR. Mr. Bowers advised that the consultations were all progressing satisfactorily.

 

 

 

2.         Project Update

 

Evaluation Criteria Review

A Table of various criteria relating to the Assessment of Potential Station Locations was distributed and reviewed. Items discussed were Transportation Opportunities, Technical Design, Cultural/Socio-Economic Environment, Land Use Considerations, Natural Environment and Cost.

 

Staff noted that typical land use density within 500 metres of a station was a consideration. The Task Force requested staff to use visual examples of density to assist in land use planning where possible.

 

Ms. Turner noted that meetings are to be held with TTC staff to review the Table. Stakeholder workshops will also be held in July and August to provide more information on these topics.

 

Staff encouraged Task Force members to attend the summer workshops. Staff will bring back the Table with additional information and an informed direction at the next meeting.

 

 

3.         Municipal Technical/Policy Co-ordination Update

 

Major Land Use Studies

Mr. Clark provided an update on concurrent land use studies relating to the Yonge Street Study (City of Vaughan), the Langstaff Area Master Plan and Secondary Plan Amendment (Town of Markham), the Yonge Steeles Corridor Study (Town of Markham) and the Richmond Hill Centre Land use Master Plan (Town of Richmond Hill).  Meetings have been held with municipal staff and work is proceeding on schedule.

 

 

4.         Metrolinx Update

 

A draft letter to Metrolinx, requesting support of both the subway extension and bus rapid transit projects was presented to the Task Force members for endorsement.

 

The Task Force approved the letter for Mayor Barrow's signature and requested the letter be copied to the Honourable George Smitherman, Minister of Energy and Infrastructure, the Honourable Sandra Pupatello, Minister of Economic Development and Trade and the Honourable Jim Bradley, Minister of Transportation.

 

 

5.         Next Steps

 

Stakeholder Workshops July 31 and August 26, 2008

Ms. Turner stated that the next stakeholder consultations and workshops will take place on July 31 and August 26, 2008. More information is being provided on the website and work will continue over the summer on the preferred design.  Public interaction will also continue through the shopping malls and in local newspapers to obtain feedback as part of the communications program.

 

Municipal and Toronto TTC Coordination

In the Fall of 2008 presentations on the preferred design will be made to municipal Committees, including Toronto and the TTC. 

 

The next Public Consultation Centre will be held on September 25, 2008 with additional public meetings scheduled for November/December.

 

Next Yonge Street Advisory Task Force Meeting

The next meeting of the Task Force will be held on Wednesday, September 17, 2008 at 9:00 a.m. in Committee Room 2, Town of Richmond Hill Municipal Offices.

 

 

OTHER BUSINESS

 

Toronto Participation in Task Force

The Task Force members were advised that Councillor Filion and Councillor Shiner of Toronto have been approached regarding their participation with this Task Force.

 

The Yonge Subway Advisory Task Force recommended that a letter be sent to Councillor John Filion and Councillor David Shiner of Toronto, inviting them to participate as ex officio members of the Task Force.

 

 

The Yonge Subway Advisory Task Force meeting adjourned at 3.55 p.m.
