UPDATE - COMMITTEE PROCEEDINGS

 

The Rapid Transit Public/Private Partnership Steering Committee advises Council of the following matters having been considered by Rapid Transit Public/Private Partnership Steering Committee with the following action:

 

COMMUNICATIONS

1. Sheila Birrell, Town Clerk, Town of Markham, May 12, 2004, regarding Highway 7 Rapid Transit Alignment. Received.

 

PRIVATE SESSION

2. Committee resolved into Private Session at 1:14 p.m. to discuss legal matters, reconvened at 2:40 p.m. and passed the following resolution:

The Rapid Transit Public/Private Partnership Steering Committee recommends that:

 

1.    Council approve an updated mandate for the York Region Rapid Transit Corporation ("Rapidco").

 

2.    Rapidco's role be clarified to include:

  • Oversight of the Quick Start project:
a.  delivery of the new buses and capital improvement program
b.  marketing, branding and communications for the Quick Start launch
c.  strategic oversight of Quick Start operations
  • Propelling future phases (preparation of business plan updates and pursuing funding support for future phases of YRTP)
  • Pursuit of joint development opportunities
  • Preparation of annual business plans and budgets

3.    The Region appoint all members of the Rapidco Board of Directors.  

 

4.    Rapidco operate within the Region's normal budget and accountability mechanisms.  Rapidco should provide a 2004 budget to the Region by September and quarterly performance reporting should commence immediately.

 

5.    Regional staff be directed to utilize the recommendations of this Report as a basis for clarifying roles and responsibilities between the Region and Rapidco, including the preparation of an interim Concession Agreement to formalize Rapidco's rights and obligations.

 

 

The Rapid Transit Public/Private Partnership Steering Committee adjourned at

3:47 p.m.
