The Board of Directors of York Region Rapid Transit Corporation met at 1:30 p.m. in Committee Room A, Regional Administrative Centre, 17250 Yonge Street, Newmarket, Ontario. The meeting recessed between 2:25 p.m. and 2:28 p.m.

11-05 Approval of Minutes

Ms. M-F. Turner, President, presented an outline of the Corporation's Capital and Operating Business Plans and Budgets.
A report of the President, dated January 25, 2011 was presented recommending that:
1. The York Region Rapid Transit Corporation (YRRTC) Board of Directors consider and approve the draft 2011 Capital Business Plan and Budget as amended and presented in Table 1.
2. The York Region Rapid Transit Corporation (YRRTC) Board of Directors consider and approve the draft 2011 Operating Business Plan and Budget as presented in Table 3.
3. The Board of Directors' recommendations be forwarded to the Commissioner of Finance for consolidation into a report to the Regional Finance and Administration Committee meeting on March 3, 2011.
It was moved by Mayor Barrow that the foregoing report be received and that the Board's recommended approval of the York Region Rapid Transit Corporation's 2011 Capital and Operating Budgets be forwarded to the Commissioner of Finance for consolidation into a report to the Regional Finance and Administration Committee meeting on March 3, 2011, subject to a reduction in the Capital Budget of $5 million to reflect the revised cost of the Viva/Subway Interface at Vaughan Metropolitan Centre, which was Carried.
Ms. J. Vanderburgh, Corporate Secretary and Solicitor, briefly outlined the Master Agreement Business Framework. There was some discussion on the key schedules to the Agreement.
A report of the President, dated January 25, 2011 was presented recommending that:
1. This report be received for information.
It was moved by Mayor Van Bynen that the foregoing recommendation be adopted, which was Carried.
11-08 Private Session
The Board resolved into private session from 2:06 p.m. to 2:42 p.m.
There being no further business, the Board adjourned at 2:43 p.m.
