The Health and Emergency Medical Services Committee advises Council of the following matters having been considered by Health and Emergency Medical Services Committee with the following action:

 

 

PRESENTATION

 

1. Victoria Morley, Manager, Chronic Disease Prevention/Early Detection of Cancer and Ann Nosratieh, Public Health Nurse regarding 'Health Fair for the Chinese Community'. Received with thanks. Staff was asked to provide Committee with reports regarding:

 

1) the possibility of extending the Health Fair program to additional communities within the Region

 

2) the level of dental assistance that could be provided to seniors living in their own homes

 

 

COMMUNICATIONS

1. Connie Bryson, Chair, Thunder Bay District Board of Health dated January 20, 2006 regarding 'Joint Statement on Physical Punishment � TBDHU Resolution 05-135 and Repeal of Criminal Code Section 43 �TBDHU Resolution 05-136'. Received.

 

2. Honourable Laurel C. Broten, Minister of the Environment dated February 22, 2006 regarding York Region's State of the Environment Report entitled 'Focus on our Environment'. Received.

 

3. Regional Municipality of Durham resolution dated March 3, 2006 regarding 'Removal of Barriers to Family Physicians'. Received and endorsed in principle. Staff was directed to prepare a resolution for consideration by Regional Council regarding barriers to family physicians, incorporating information contained in previous Council resolutions on this topic.

 

4. R. Millard, C.A.O./Clerk, Township of Malahide resolution dated March 10, 2006 regarding 'Provincial Physician Shortage'. Received as above.

 

5. Hon. George Smitherman, Minister of Health and Long-Term Care dated March 28, 2006 regarding Land Ambulance grant funding adjustments. Received with thanks. Letter of appreciation from the Regional Chair and Committee Chair to be sent to Minister Smitherman and to AMO.

 

 

OTHER BUSINESS

 

1. Regional Councillor B. Hogg presented a document dated April 6, 2006 entitled 'Doctor Shortage in York Region'. Received with direction to staff to incorporate this information into the resolution requested under Communication No. 3 above.

 

2. The following resolution regarding 'Smoke-Free Laws in Aboriginal Communities' was recommended for endorsement:

WHEREAS tobacco smoking is the number one preventable cause of premature death and illness in Canada, accounting for approximately 47,000 deaths in Canada each year;

 

AND WHEREAS the World Health Organization and Health Canada agree that second‑hand smoke is carcinogenic to humans, causing more than 1,000 deaths per year in non-smokers in Canada;

 

AND WHEREAS all public places and workplaces in Ontario and Canada should be smoke-free, regardless of where they are located;

 

AND WHEREAS the Smoke-Free Ontario Act, which prohibits smoking in all enclosed public places and workplaces in Ontario, will come into force on May 31, 2006;

 

AND WHEREAS Aboriginal communities in Ontario, which include casinos located on First Nation reserves, that have not yet committed to smoke-free laws should be requested to do so;

 

AND WHEREAS Casinos, regardless of where they are located, employ a large number of people and the health of those employees should be protected;

 

NOW THEREFORE BE IT RESOLVED that the Council of the Regional Municipality of York urge the Federal Government of Canada to dialogue with Aboriginal communities throughout the country with respect to implementing and maintaining laws and regulations making all enclosed public places and workplaces in Aboriginal communities smoke-free, with the exception of lighting tobacco thereon for spiritual and cultural traditions;

 

AND BE IT FURTHER RESOLVED that the Council of the Regional Municipality of York urge the Government of the Province of Ontario to dialogue with Aboriginal communities in Ontario with respect to implementing and maintaining laws and regulations making all enclosed public places and workplaces in Aboriginal communities smoke-free, with the exception of lighting tobacco thereon for spiritual and cultural traditions;

 

AND FURTHER that the Regional Clerk distribute this resolution to the Minister of Health for Canada, the Minister of Indian Affairs and Northern Development for Canada, the Minister of Health Promotion for Ontario, the Minister Responsible for Aboriginal Affairs for Ontario, local MPs and MPPs, the Assembly of First Nations and Aboriginal communities in York Region.

 

PRIVATE SESSION

 

1. Committee moved to Private Session at 3:34 p.m. to consider a personal matter about an identifiable individual and returned to Open Session at 3:46 with no report.

 

 

The Health and Emergency Medical Services Committee adjourned at 3:47 p.m.
