3 UPDATE - COMMITTEE PROCEEDINGS
The Health and Emergency Medical Services Committee advises Council of the following matters having been considered by Health and Emergency Medical Services Committee with the following action:
ELECTION OF CHAIR AND VICE CHAIR
1. The Health and Emergency Medical Services Committee elected Regional Councillor J. Frustaglio and Regional Councillor B. Hogg as Chair and Vice-Chair respectively for the year 2006.
PRESENTATIONS
2. Constable Brad McKay and Detective Constable Neil Orr, York Regional Police regarding 'York Region Critical Incident Stress Management (CISM) Team'. Received with thanks
3. Cathy Jaynes, Manager, School Services, Health Services Department and Nancy Lennox, Manager, Social Assistance Program Support, Community Services and Housing Department regarding GIVE! (Get Involved, Volunteer in Education). Received
COMMUNICATIONS
4. The Regional Municipality of Durham dated November 21, 2005 regarding 'Memorandum from Dr. Robert Kyle, Commissioner & Medical Officer of Health, dated October, 27, 2005 Re: Regional Municipality of Niagara Resolution'. Recommended for endorsement.
WHEREAS the City of
WHEREAS the Corporation of the County of Huron has solicited support from all Upper Tier Municipalities to support the actions of the City of Toronto to seek a change to the invoicing to UTMs providing ambulance service; and
WHEREAS approximately 30,000 patients per year have been transported by Niagara Region's Land Ambulance Service, and were subsequently billed a co-payment fee by designated hospitals as indicated in the Health Insurance Act; and
WHEREAS the Region of Niagara receives no portion of the current co-payment fee of forty-five dollars ($45) despite providing the land ambulance service;
NOW THEREFORE BE IT RESOLVED:
THAT the Regional Municipality of Niagara support the actions of the City of Toronto and further request that the Ministry of Health and Long Term Care alter the existing co-payment structure to allow co-payment invoicing and revenue collection by the UTMs providing ambulance service; and
FURTHER BE IT RESOLVED THAT a copy of this resolution be forwarded to UTMs and counties providing land ambulance service and circulated to the Association of Municipalities of Ontario (AMO) for support; and
THAT the Premier of Ontario, Ministers of Finance and Health and Long Term Care, Durham's MPPs, Regional and Single-Tier Clerks, AMO and AMEMSO be advised.
5. Ministry of Health and Long-Term Care dated November 21, 2005 regarding an additional allocation of one-time funding for iPHIS implementation activities. Received
6. Ministry of Children and Youth Services dated December 1, 2005 regarding one-time grant for electronic charting in Integrated Services for Children Information Systems (ISCIS). Received
7. Minister of Health and Long Term Care dated December 12, 2005 advising of approval of Dr. Karim Kurji's appointment as Associate Medical Officer of Health for the Region of York. Received
8. Association of Municipalities of Ontario (AMO) Alert dated December 20, 2005 regarding funding for Land Ambulance and Long-Term Care Equipment. Received
9. Hon. Jim Watson, Minister of Health Promotion dated January 5, 2006 regarding funding for tobacco control strategies. Received
10. Dr. Sheela Basrur, Chief Medical Officer of Health and Assistant Deputy Minister, Ministry of Health and Long-Term Care dated January 6, 2006 regarding funding for the Smoke-Free Ontario initiative. Received
11. Connie Bryson, Chair, Thunder Bay District Board of Health dated January 6, 2006 regarding 'Healthy Weights, Healthy Lives'. Received
OTHER BUSINESS
12. Committee Chair J. Frustaglio advised Committee that today marked the final Health & Emergency Medical Services Committee meeting for Dr. H. Jaczek, prior to her retirement. Chair Frustaglio thanked Dr. Jaczek for her years of service to the Region.
The Health and Emergency Medical Services Committee adjourned at 3:09 p.m.
