The Finance and Administration Committee began its meeting at 1:10 p.m. on February 12, 2004.

C1 UPDATE - COMMITTEE PROCEEDINGS

 

The Finance and Administration Committee advises Council of the following matters having been considered by the Finance and Administration Committee with the following action:

 

 

PRESENTATIONS

1. York Regional Police - 2004 Budget

Chief Armand La Barge, Deputy Chief Eric Joliffe, Deputy Chief Bruce Herridge, and Mark Holland, Manager of Financial Services attended before the Special Meeting of the Committee and, having previously provided further information as requested, continued their presentation of the 2004 Proposed Operating and Capital Budgets of the York Regional Police. A copy of presentation materials is on file with the Office of the Regional Clerk.

 

The Committee directed staff to provide further information regarding gapping and deductions for allowances for gapping, and to provide the information at the next scheduled meeting of the Committee to be held on March 4, 2004.

 

The Committee also directed York Regional Police staff to bring back a report to the March 4, 2004 meeting of the Committee on the impacts of reducing the York Regional Police Budget by increments of $2.5 million, $5 million, $7.5 million, and $10 million with specific commentary on the potential impact on the services as a result of that and the additional impacts on the lowest priorities.

 

2. 2004 Budget and Business Plan-Corporate Support Departments

Michael Garrett, Chief Administrative Officer, Sandra Cartwright, Commissioner of Finance and Treasurer, and Jim Davidson, Commissioner of Corporate Services continued their presentation of the 2004 Budget and Business Plan for the support departments.

 

The Finance and Administration Committee recommends to Regional Council:

• the adoption of the budget for the Courts Administration branch which recognizes  "flat line" local municipal revenue sharing for 2004
• a direction to staff to report back to the Committee on governance options for Courts Administration, and
• The Region and the local municipalities renegotiate the revenue sharing agreement for 2005 and thereafter with "sunset" provisions.

 

The Finance and Administration Committee adjourned at 3:05 p.m.
