The Finance and Administration Committee advises Council of the following matters having been considered by the Finance and Administration Committee with the following action:
 
1. The Finance and Administration Committee elected Mayor D. Cousens and Mayor T. Jones as Chair and Vice Chair, respectively, for the year 2004. Due to his absence, the election of Mayor Cousens as Chair is conditional upon his acceptance.

2.  Kathy Stranks, Supervisor, Board Member Services, Toronto and Region Conservation for the Living City, October 8, 2003, forwarding Resolution #A159/03 adopted at the Authority Meeting #6/03 held on July 25, 2003, regarding the negative pressures on TRCA Public Use revenues.  Received.
 
3.  Jeff Payne, Legislative Co-ordinator, Region of Peel, October 21, 2003, forwarding a resolution adopted by the Regional Council of the Region of Peel at its meeting on October 9, 2003, regarding Go Transit � Development Charge By-law Extension.  Received.
 
4.  Harinder S. Takhar, Minister, Ministry of Transportation, December 11, 2003, regarding the development charge by-laws in the regional municipalities of York, Durham, Peel and Halton, which expired on December 31, 2003.  Received.
 
5.  Sheila Birrell, Town Clerk, Town of Markham, December 18, 2003, forwarding a motion approved by the Council of the Town of Markham at its meeting on December 16, 2003, regarding the implementation of a Heritage Property Tax Reduction Program.  Received and referred to staff for a report.

6.  Committee resolved into Private Session at 9:45 a.m. to consider a legal matter and resumed in open session at 9:50 a.m. with no report.
