Regional Council met at 9:41 a.m. in the Council Chambers, York Region Administrative Centre, 17250 Yonge Street, Newmarket, with Regional Chair Fisch presiding.

 

The following were present at this Meeting:

It was moved by Mayor Van Bynen, seconded by Mayor Barrow that Council introduce and approve certain Bills in the form as noted on the Agenda and enact them as By-laws.

 

By-law No. 2010-73

To dedicate certain lands for the purposes of a public highway

 

By-law No. 2010-74

To amend By-law No. R-1102-96-100 to prohibit or regulate parking and stopping on Regional Roads

 

By-law No. 2010-75

A by-law to delegate authority to the Commissioner of Transportation Services and the Director of Traffic Management and Intelligent Transportation Systems to approve traffic control signal designs and installations on behalf of The Regional Municipality of York

OTHER BUSINESS

 

147      New Police Chief

 

Regional Councillor Wheeler advised Council that Deputy Police Chief Eric Jolliffe has been appointed by the Police Services Board and will be sworn in as the new Chief of York Regional Police on December 13, 2010.

 

 

148      Report No. 1 of the Commissioner of Community and Health Services - Public Health Programs - 2009 Year End Settlement Reports

 

It was moved by Regional Councillor Heath, seconded by Regional Councillor Frustaglio that Report No. 1 of the Commissioner of Community and Health Services entitled Public Health Programs - 2009 Year End Settlement Reports be brought back to Community and Health Services Committee in January, 2011 for further discussion of the issues within the report.

149      Final Meeting of Council's Term - Concluding Remarks

 

Regional Chair Fisch thanked the Members of Regional Council and Regional staff and highlighted some of the many successes achieved during the past four years including:

 

Regional Chair Fisch thanked Members of Council for all of their support and indicated that it had been a privilege to serve them again this term. He then recognized outgoing Members of Regional Council and expressed specific gratitude and appreciation to the following Members of Council for their service to their local and Regional constituents during their terms of office. He also highlighted a number of the specific attributes of these Members of Council.

 

Mayor Margaret Black - Township of King, Regional Council member since 1994. Mayor Black's was Chair of the Police Services Board, Chair of the Audit Committee and a member of various committees such as Planning and Economic Development, Finance and Administration and Transportation Services. She also served on the Southlake Regional Health Care Board and The Greater Toronto Agricultural Action Committee.

 

Regional Councillor Joyce Frustaglio - City of Vaughan, Regional Council member since 1994. Regional Councillor Frustaglio's involvement included being a Vice-Chair of the Transportation Services Committee and the Spadina Subway Transit Oriented Development Advisory Task Force. She was also a member of the Community and Health Services Committee, Rapid Transit Pubic Private Partnership Steering Committee and the Yonge Subway Advisory Task Force. She was Co-Chair of the Human Services Planning Board and instrumental in the passing of the No-Smoking by-law.

 

Mayor James Young - Town of East Gwillimbury, Regional Council member since 2000. Mayor Young was Chair of the Planning and Economic Development Committee and member of the Finance and Administration Committee. He was also the Region's representative on the Lake Simcoe Conservation Authority Board of Directors. His leadership as Chair of the Planning and Economic Development Committee assisted with the adoption and approval of the updated York Region Official Plan and York Region's Sustainable Development Through the Leadership in Energy and Environmental Design (LEED) program.

 

Mayor Linda Jackson - City of Vaughan, Regional Council member since 2003. Mayor Jackson was Vice-Chair of the Rapid Transit Public Private Partnership Steering Committee and a member of the Finance and Administration Committee and Transportation Services Committees.

 

Regional Councillor Mario Ferri - City of Vaughan, Regional Council member since 2003. Regional Councillor Ferri was a member of Community and Housing Committee and the Planning and Economic Development Committee. He served as Chair of the Environmental Services Committee (and previously the Solid Waste Management Committee) and through his leadership helped lead the Region's commitment to sustainability and long-term waste management.

 

Mayor Phyllis Morris - Town of Aurora, Regional Council member since 2006. Mayor Morris was a member of the Health and Emergency Medical Services Committee, Planning and Economic Development Committee, Finance and Administration Committee and Vice-Chair of the Audit Committee.

 

Regional Councillor Joseph Virgilio - Town of Markham, Regional Council member since September 2009. Regional Councillor Virgilio served on the Community and Health Services Committee and the Environmental Services Committee.

 

Regional Chair Fisch also recognized the late Regional Councillor Tony Wong's contribution to Council between 1997 and 2003 and then again from 2006 to 2009. He indicated that a tribute will be paid to Mr. Wong with the official opening of a non-profit housing facility in Markham which will bear his name.

 

The seven outgoing Council members each expressed their gratitude for having been able to serve on Regional Council. Their comments focused on the leadership of the Regional Chair, the support of the other Members of Council, the professionalism of the Senior Management Team and Regional staff, the Region's many accomplishments and its bright future. Each of them indicated how honoured they were to serve on Regional Council and wished all of the incoming Members great success.

 

 

150      CONFIRMATORY BY-LAW

It was moved by Regional Councillor Rosati, seconded by Regional Councillor Hogg that Council enact the following by-law to confirm the proceedings of this meeting of Council.
