SPECIAL MEETING
August 31, 2005
Notice having been given of a Special Meeting, Regional Council met at 11:00 a.m. in the Council Chambers, York Region Administrative Centre, 17250 Yonge Street, Newmarket, with Regional Chair Fisch presiding.
The following were present at this Meeting:

129 PRIVATE SESSION
It was moved by Regional Councillor Ferri, seconded by Mayor Taylor, that Council convene in Private Session for the purpose of considering personnel, property and legal matters.
Carried
Council met in Private Session at 11:03 a.m. and reconvened in Council at 11:45 a.m.
It was moved by Mayor Taylor, seconded by Regional Councillor Jackson, that Council rise and report from Private Session.

130 Appointment of Associate Medical Officer of Health
It was moved by Regional Councillor Jackson, seconded by Mayor Cousens, that Council adopt the recommendations contained in the confidential report from the Regional Commissioner of Health Services and the Chief Administrative Officer as follows:
1. Regional Council appoint Dr. Karim Kurji to the position of Associate Medical Officer of Health and Director of Public Health Programs for The Regional Municipality of Yorkeffective September 12, 2005, subject to approval by the Minister of Health and Long-Term Care.
2. Regional staff be authorized to do all things necessary to carry out the above recommendation.
Carried
The balance of the report to remain confidential under the provisions of the Municipal Act as it contains information pertaining to personal matters about an identifiable individual.
131 BY-LAW
It was moved by Regional Councillor Jones, seconded by Regional Councillor Jackson, that the following Bill be introduced and approved in the form as noted on the Revised Agenda, and enacted as a By-law.

132 2014 Commonwealth Games
It was moved by Mayor Taylor, seconded by Regional Councillor Jackson, that:
1. Council set aside $500,000 pending a report to the September 22, 2005 meeting of Council and approve an expenditure of up to $150,000 from the Tax Stabilization Reserve Fund for payment to consultants to assist in the preliminary preparation of a bid for the 2014 Commonwealth Games.
2. That the Regional Chair and the Chief Administrative Officer be authorized to enter into contracts for the preliminary preparation of the bid, subject to the approval of the contracts by Legal Services.

133 CONFIRMATORY BY-LAW
It was moved by Mayor Bell, seconded by Regional Councillor Scarpitti, that the following by-law be enacted to confirm the proceedings of this meeting of Council.
