Backgrounder - Official Opening Newmarket Health Centre Redevelopment

 

The Newmarket Health Centre is designed to meet the needs of the difficult to serve/hard to place long term care client. These include those with complex medical nursing care needs and/or clients who suffer from a high degree of cognitive impairment and require a protective, secure environment.

The facility's operation is "client-centred". Each client is provided with lifestyle and care choices and is encouraged to be independent. The design of the facility supports the clients' highest level of functional ability by maximizing the individual's control over his/her environment and minimizing the potential for dependence often associated with the institutional setting. A large, active volunteer group is an integral part of the Centre.

York Region long term care facilities embrace a multidisciplinary team approach to providing care for residents. Our team includes nursing, medicine, activation, spiritual and religious care, dietary, social work and support services. Each discipline works together in the design of a specific plan to meet the needs of the individual. Resident and family involvement is encouraged at all times.

Working in partnership with other service providers, the Newmarket Health Centre also provides space for an array of community health and social services agencies.

HISTORICAL OVERVIEW

The Newmarket Health Centre was originally conceived by the County of York in 1954 to be constructed on a 17.3 acre site in a residential neighbourhood in Newmarket. As a consequence of the creation of the Municipality of Metropolitian Toronto in 1957, large parts of what was than the County of York were encompassed by the amalgamation. An agreement was therefore struck to have the new Municipality assume ownership and operation of the facility from the County. The facility was subsequently completed and opened as the Greenacres Home for the Aged. Metropolitian Toronto owned and operated the facility until December 31, 1990. In January 1991, the ownership of Greenacres was transferred from the Corporation of Metropolitan Toronto back to The Regional Municipality of York.

The building was originally designed to respond to the special care program requirements prevalent in the 1950's. The facility was used almost from its inception to accommodate a cognitively impaired resident population. By all accounts it was

the first and for many years the only long term care facility in the Province of Ontario that was designed to accommodate individuals with cognitive and psychiatric illnesses. The Centre and its staff have a long history of being able to care for the difficult to serve/hard to place long term care client with heavy medical-nursing and/or cognitive and psychiatric care requirements.

OVERVIEW OF THE PROJECT

The Newmarket Health Centre redevelopment has been planned in four phases:

Phases I and II are now complete and include the renovation of 100 long term care (LTC) beds as well as affordable offices and program space for community health and service agencies. Roughing in for Phase IV has also been completed.

Phase III is scheduled for completion in 2003, converting the east wing into 58 supportive housing apartments for seniors and adults with disabilities, in partnership with the York Region Housing Corporation.

Phase IV includes an additional 32 bed LTC unit and Outreach/Day program facilities.

Brief description of the Project Components and Phases:

Long Term Care Facility

The redevelopment plan approved by Regional Council provides for the renovation of the existing west and centre wings of the building to create a 132 bed LTC facility. In the initial phase of construction 100 LTC beds have been renovated and a 32 bed unit and Day/Outreach Facilities have been roughed in on the first floor for development at a later stage (Phase IV).

The renovated building is comparable to a newly constructed LTC facility in terms of design standards and operational efficiency. Most importantly, the renovations will greatly enhance the residents' living environment and will enable staff to deliver care and services more efficiently and effectively.

Some of the many enhancements and improvements include: larger resident rooms, elimination of ward accommodation with private or semi-private as standard, ensuite washrooms in all resident rooms, built-in patient ceiling lifts, air conditioning, integrated voice nurse call system, new operable thermal windows, and larger dining rooms with natural light.

Day/Outreach Facilities

The plan also provides for the creation of LTC Outreach and Day Program facilities with up to 40 spaces. The focus of these programs will be determined in collaboration with the Simcoe York District Health Council and other stakeholders. The Day Program facilities may serve clients with physical disabilities, acquired brain injuries and/or cognitive disorders.

Community Office and Program Space

The remainder of the centre wings have been renovated for the provision of

affordable offices and program space for community health and social service agencies, including:

The Public Health Infectious Diseases Control Division will be relocating to the Newmarket Health Centre in the future.

Supportive Housing Apartments

In the third phase of the redevelopment plan, the east wings of the building will be converted into 58 supportive housing apartments for seniors and adults with disabilities. The development of the supportive housing units will be undertaken in partnership with the York Region Housing Corporation (scheduled to be completed Fall 2003).
