The Committee of the Whole meeting was called to order at 9:31 a.m. on September 12, 2013 with Regional Chair Fisch in the chair.

1.      WILLIAM F. BELL, FORMER MAYOR OF RICHMOND HILL

           

Regional Chair Fisch announced with sadness the passing of William F. Bell, former Mayor of Richmond Hill, on July 28, 2013. Mayor Bell completed his term in 2006 as the longest serving mayor in Richmond Hill history. He contributed 25 years of dedicated service including six terms as Mayor and eight years as Ward 3 Councillor.

 

Regional Chair Fisch praised former Mayor Bell for being a great community leader and for providing his considerable skill, knowledge and wit to Regional Council. He noted that former Mayor Bell chaired and served on many committees, including Transportation, Environmental, Finance and Administration, Solid Waste Management, Development Charge Review, the Yonge Subway Task Force and the York Central Hospital Board.

 

Mayor Barrow, Regional Councillor Spatafora and Mayor Grossi also paid tribute, reflecting upon fond memories of their experiences with Mayor Bell.

 

On behalf of Council, Regional Chair Fisch sent heartfelt condolences to the Bell family. Members of Council and all those present then joined in a moment of silence in honour of former Mayor William Bell.

Committee of the Whole held a public meeting on September 12, 2013, pursuant to the Retail Business Holidays Act, to consider a proposed bylaw to permit 2308321 Ontario Inc. operating as Sunny Foodmart, located at 7700 Markham Road, City of Markham, to remain open on the holidays and during the hours set out within Recommendation 4, and recommends:

 

1.   Receipt of the deputation by John Mascarin, Aird & Berlis LLP, on behalf of 2308321 Ontario Inc. operating as Sunny Foodmart who withdrew the request for Sunny Foodmart to remain open on Easter Sunday.

 

2.   Receipt of the resolution from the City of Markham Council dated June 17, 2013.

7.      HOSPITAL MOU CAPITAL FUNDING UPDATE REPORT 2013

 

Committee of the Whole recommends adoption of the following recommendations contained within the report dated August 27, 2013 from the Chief Administrative Officer:

 

1.     Council approve the 2013 capital contribution allocation to hospital construction as $13.362 million (budgeted) less $679,064 for EMS Off-load Delays for a total allocated contribution of $12.683 million.

 

2.    The 2013 contribution be allocated to the participating hospitals, in accordance with the 2009 funding agreement, in the following proportionate shares:

3.    Council's approval of these recommendations be reviewed pending a future Council report on the outcome of collaborative efforts by York Region hospitals and York Region EMS, and the $357,148 difference between funding methods be set aside in the Hospital Capital Reserve pending Council resolution of the funding method.

8.      STRENGTHENING INFECTIOUS DISEASES CONTROL: IMMUNIZATION STRATEGY

 

Committee of the Whole recommends:

 

1.   Receipt of the presentation by Dr. Lilian Yuan, Associate Medical Officer of Health.

2.   Adoption of the following recommendation contained within the report dated August 27, 2013 from the Commissioner of Community and Health Services and the Medical Officer of Health:

 

1.   This report be received for information.

 

 

9.      TRANSIT FARE SUBSIDY PILOT PROGRAM EVALUATION FINDINGS AND POLICY RECOMMENDATIONS

 

Committee of the Whole recommends adoption of the following recommendations contained within the report dated August 16, 2013 from the Commissioner of Community and Health Services:

1.    Council approve a permanent Transit Fare Subsidy Program effective January 1, 2014 subject to approval through the 2014 budget process.   

2.        The Regional Clerk circulate this report to local municipalities, York Region Accessibility Advisory Committee and the Human Services Planning Board. 


10.    PUBLIC HEALTH PROGRAMS 2012 YEAR END SETTLEMENT REPORTS

 

Committee of the Whole recommends adoption of the following recommendations contained within the report dated August 15, 2013 from the Commissioner of Community and Health Services:

 

1.    The three attached Certificates of Settlement for Public Health Programs for the 2012 fiscal year be received and approved.

 

2.    The attached schedules be signed by the Regional Chair, Medical Officer of Health and/or Regional Program Directors, as required under each program, and submitted to the applicable Provincial Ministry as required.

 

 

11.    ANNUAL REPORT ON PERFORMANCE OF LONG-TERM CARE HOMES

 

Committee of the Whole recommends adoption of the following recommendation contained within the report dated August 15, 2013 from the Commissioner of Community and Health Services:

 

1.   This report be received for information.

 

 

12.    YORK REGION ACCESSIBILITY ADVISORY COMMITTEE

 

Committee of the Whole recommends receipt of Report No. 3 of the York Region Accessibility Advisory Committee, dated June 26, 2013.

 


PLANNING AND ECONOMIC DEVELOPMENT

13.    The West Vaughan Employment Area Secondary Plan

 

Committee of the Whole recommends adoption of the following recommendations contained within the report dated August 14, 2013 from the Acting Commissioner of Transportation and Community Planning:

 

1.   The Ontario Municipal Board be advised that Council supports the approval of the West Vaughan Employment Area Secondary Plan.

 

2.   Regional Staff be authorized to appear before the Ontario Municipal Board in support of the Region's position, if necessary, and the Commissioner of Transportation and Community Planning be authorized to execute Minutes of Settlement, if applicable.

 

3.   The Regional Clerk circulate a copy of this report to the Ontario Municipal Board and the Clerk of the City of Vaughan.

 

 

14.    Best Practices for Planning Centres and Corridors [8.6mb]

 

Committee of the Whole recommends adoption of the following recommendations contained within the report dated August 14, 2013 from the Acting Commissioner of Transportation and Community Planning:

 

1.   Council endorse the Best Practices for Planning Centres and Corridors discussion paper, as attached to this report, as the basis of ongoing consultation with local municipal staff, the building industry and the public.

 

2.   The Regional Clerk circulate this report to the Clerks and Planning Departments of each local municipality and to the Building Industry and Land Development Association, York Chapter (BILD).

 

 

15.    Local Official Plan Conformity Exercises Status Update

 

Committee of the Whole recommends adoption of the following recommendation contained within the report dated August 14, 2013 from the Acting Commissioner of Transportation and Community Planning:

 

1.   This report be received for information.

 

 

16.    Amendment 2 to the Growth Plan for the Greater Golden Horseshoe, 2006

 

Committee of the Whole recommends adoption of the following recommendation contained within the report dated September 12, 2013 from the Executive Director, Corporate and Strategic Planning:

 

1.   The Regional Clerk circulate this report to the planning departments of all nine local municipalities.

 

 

17.    Economic Development Action Plan Update - York Region Broadband Strategy Progress

 

Committee of the Whole recommends adoption of the following recommendation contained within the report dated September 12, 2013 from the Executive Director, Corporate and Strategic Planning:

 

1.   Staff report back to Council on the final York Region Broadband Strategy by the first
quarter of 2014.

 

 

18.    Open Data for York Region - Moving Forward

 

Committee of the Whole recommends:

 

1.   Receipt of the presentation by Andrew Satterthwaite, Manager, Business Solutions, Geographic Information Services.

2.   Adoption of the following recommendations contained within the report dated July 30, 2013 from the Executive Director, Corporate and Strategic Planning:

 

1.   Council approve the Open Data principles (Attachment 1 Open Data Principles).

 

2.   Council approve an Open Data Program for York Region.

2.   Adoption of the following recommendation contained within the report August 19, 2013 from the Acting Commissioner of Transportation and Community Planning:

 

1.   York Region Transit (YRT/Viva) fares be increased beginning January 1, 2014, with the following fare category pricing:

 

a)     All Cash Fares except Express                         $ 4.00

b)      Express Cash Fare                                         $ 4.50

22.    CANADIAN URBAN TRANSIT ASSOCIATION: TRANSIT VISION 2040 [4MB]

 

Committee of the Whole recommends adoption of the following recommendations contained within the report dated August 15, 2013 from the Acting Commissioner of Transportation and Community Planning:

 

1.  Council endorse the Canadian Urban Transit Association "Transit Vision 2040" report.

 

2.  The Regional Clerk forward the endorsed Canadian Urban Transit Association "Transit Vision 2040" report to all York Region Members of Parliament and Members of the Provincial Legislature.

 

 

23.    York Region Transit (YRT/VIVA) Automated Fare Collection Equipment Maintenance Contract Extension

 

Committee of the Whole recommends adoption of the following recommendations contained within the report dated August 2, 2013 from the Acting Commissioner of Transportation and Community Planning:

 

1.  Council authorize the extension of the current contract with Cubic Transportation Systems for York Region Transit (YRT/Viva) automated fare collection equipment maintenance at a total cost not to exceed $8,168,987.00, excluding taxes.

 

2.  Council authorize the term of the contract be for a period of five years, commencing on December 1, 2013.

 

3.  Council authorize the Commissioner of Transportation and Community Planning to approve any revisions to the contract due to changes in scope resulting from the elimination of paper fare media during the term of the contract.

 

4.  Council authorize the Commissioner of Transportation and Community Planning to execute the contract, subject to the approval of Legal Services as to form and content.

 

 

24.    Consultant Services Fee for Additonal Scope Bathurst Street, Highway 7 to Elgin Mills Road/Teston Road, City of Vaughan and Town of Richmond Hill

 

Committee of the Whole recommends adoption of the following recommendation contained within the report dated August 14, 2013 from the Acting Commissioner of Transportation and Community Planning:

 

1.  Council approve the increased scope of work required to complete the detailed design and obtain environmental approvals for the reconstruction and widening of Bathurst Street (Y.R. 38), from Highway 7 (Y.R. 7) to Teston Road/Elgin Mills Road (Y.R. 49), in the City of Vaughan and the Town of Richmond Hill, thereby increasing the assignment to Delcan Corporation from $2,053,373 to $2,754,680, excluding taxes.

 

 

25.    SPEED LIMIT REVISIONS ON REGIONAL ROADS - SEMI-ANNUAL UPDATE [4.5MB]

 

Committee of the Whole recommends adoption of the following recommendations contained within the report dated September 12, 2013 from the Acting Commissioner of Transportation and Community Planning:

 

1.  The existing speed limit of 80 km/h on Leslie Street (Y.R. 12), between Wellington Street and Mulock Drive, be reduced to 60 km/h, in the Towns of Aurora and Newmarket.

 

2.  The existing speed limit of 70 km/h on Yonge Street (Y.R. 1) between St. John's Sideroad (Y.R. 26) and Savage Road/Joe Persechini Drive be reduced to 60 km/h, in the Towns of Aurora and Newmarket.

 

3.  The existing speed limit of 80 km/h on Warden Avenue (Y.R. 65), between Queensville Sideroad and 160 metres north of Holborn Road, be reduced to 70 km/h and the existing speed limit of 80 km/h from Cole Road to Ravenshoe Road be reduced to 70 km/h, in the Town of East Gwillimbury.

 

4.  The existing speed limit of 70 km/h on Highway 27 (Y.R. 27), between 300 metres south of Lloydtown/Aurora Road and Highway 9 be reduced to 60 km/h, in the Township of King.

 

5.  The existing speed limit of 70 km/h on Kennedy Road (Y.R. 3), between 265 metres south of Bur Oak Avenue and 300 metres north of Major Mackenzie Drive, be reduced to 60 km/h, in the City of Markham.

 

6.  The existing speed limit of 70 km/h on Warden Avenue (Y.R. 65), between 16th Avenue and Major Mackenzie Drive, be reduced to 60 km/h, in the City of Markham.

 

7.  The existing speed limit of 70 km/h on Woodbine Avenue (Y.R. 8), between 300 metres north of 16th Avenue and 300 metres north of Major Mackenzie Drive, be reduced to 60 km/h, in the City of Markham.

 

8.  The existing speed limit of 80 km/h on Teston Road (Y.R. 49), between Pine Valley Drive and Jane Street be reduced to 70 km/h, in the City of Vaughan.

 

9.  The existing speed limit of 80 km/h on Bloomington Road (Y.R. 40), between Highway 48 and York/Durham Line be reduced to 70 km/h, in the Town of Whitchurch-Stouffville.

 

10.  The existing speed limit of 70 km/h on Ninth Line (Y.R. 69), between 100 metres north of Bethesda Sideroad south and 220 metres north of Millard Street, be reduced to 50 km/h, in the Town of Whitchurch-Stouffville.

 

11.  The existing speed limit of 80 km/h on York/Durham Line (Y.R. 30), between 334 metres south of 19th Avenue and 350 metres south of Durham Road 5 be reduced to 60 km/h, in the City of Markham.

 

12.  The existing speed limit of 60 km/h on Woodbine Avenue Bypass be raised to 70 km/h, in the City of Markham.

 

13.  The Regional Clerk circulate this report to the Clerks of the Towns of Aurora, East Gwillimbury, Newmarket, Whitchurch-Stouffville, Township of King, Cities of Markham, Vaughan, and to the Chief of York Regional Police.

 

14.  The Regional Solicitor prepare the necessary bylaws.

 

 

26.    U-Turn Restriction, Islington Avenue, North of Steeles Avenue West, City of Vaughan

 

Committee of the Whole recommends adoption of the following recommendations contained within the report dated September 12, 2013 from the Acting Commissioner of Transportation and Community Planning:

 

1.  A northbound U-Turn restriction be implemented on Islington Avenue (Y.R. 17) immediately north of Steeles Avenue West between the hours of 7 a.m. and 9 a.m. and between 4 p.m. and 6 p.m., Monday to Friday, in the City of Vaughan.

 

2.  The Regional Solicitor prepare the necessary bylaw.

 

3.  The Regional Clerk forward this report to the Clerks of the City of Vaughan, the City of Toronto and to the Chief of York Regional Police.

 

27.    Left Turn Restriction, Highway 27 and Islington Avenue, City of Vaughan

 

Committee of the Whole recommends adoption of the following recommendations contained within the report dated September 12, 2013 from the Acting Commissioner of Transportation and Community Planning:

 

1.  A southbound left turn restriction (buses excepted) be implemented on Highway 27 (Y.R. 27) at Islington Avenue between the hours of 7 a.m. and 9 a.m., Monday to Friday, in the City of Vaughan.

 

2.  The Regional Solicitor prepare the necessary bylaws.

 

3.  The Regional Clerk circulate this report to the Clerk of the City of Vaughan, and the Chief of York Regional Police.
