Regional Council met at 9:30 a.m. in the Council Chambers, York Region Administrative Centre, 17250 Yonge Street, Newmarket, with Regional Chair Fisch presiding.

It was moved by Regional Councillor Taylor seconded by Mayor Barrow that Council confirm the Minutes of the Council meeting held on June 27, 2013 in the form supplied to the Members.

117      York Region Habitat for Humanity Week October 7-13, 2013

 

It was moved by Mayor Van Bynen, seconded by Regional Councillor Taylor that Council receive the communication from Tom Vegh, Executive Director, Habitat for Humanity, dated August 28, 2013 and that Council recognize October 7-13, 2013 as York Region Habitat for Humanity Week.

118      Federation of Canadian Municipalities Board of Directors Update

 

It was moved by Regional Councillor Hogg, seconded by Regional Councillor Spatafora that Council receive the communication from Regional Councillor Hogg regarding the Federation of Canadian Municipalities Board of Directors meetings held September 4-7, 2013.

119      National Seniors Day October 1, 2013

 

It was moved by Mayor Scarpitti, seconded by Regional Councillor Taylor that Council receive the communication from The Honourable Alice Wong, Minister of State (Seniors) and that Council recognize October 1, 2013 as National Seniors Day.

The amendment moved by Regional Councillor Schulte, seconded by Mayor Scarpitti, to maintain the current rate for the Senior/Child Monthly Pass at $55.00, carried.

 

A recorded vote on the amendment moved by Regional Councillor Schulte, seconded by Mayor Scarpitti to maintain the current rate of $90 for the Student Monthly Pass was as follows:

It was moved by Mayor Hackson, seconded by Regional Councillor Di Biase, that Items 1 and 3 be referred back to staff for a report addressing the mid-block speed limit change.

122      Council Education Session - October 24, 2013

 

It was moved by Regional Councillor Taylor seconded by Regional Councillor Di Biase that:

 

1. Regional Council hold a meeting that is closed to the public pursuant to s. 239 (3.1) of the Municipal Act pertaining to the formal Provincial review of the Greenbelt Plan and the Oak Ridges Moraine Plan.

 

2. The meeting be held in the Seminar Room of the Regional Administrative Centre on Thursday, October 24, 2013 beginning at 9:30 a.m.

It was moved by Mayor Emmerson, seconded by Mayor Bevilacqua that Council convene in Private Session for the purpose of considering the following:

It was moved by Regional Councillor Spatafora, seconded by Mayor Barrow that Council receive the confidential report dated September 19, 2013.

It was moved by Mayor Van Bynen, seconded by Mayor Hackson that Council adopt the recommendations in the confidential report from the Commissioner of Corporate Services, dated September 19, 2013, as amended to provide that the Commissioner of Corporate Services report back to Council after the conclusion of negotiations.
