Regional Council met at 9:33 a.m. in the Council Chambers, York Region Administrative Centre, 17250 Yonge Street, Newmarket, with Regional Chair Fisch presiding.

 

The following were present at this Meeting:

It was moved by Mayor Barrow, seconded by Regional Councillor Jones that Council confirm the Minutes of the Council meeting held on June 28, 2012 in the form supplied to the Members.

137     Regional Council Representation

(Report No. 2 of the Chief Administrative Officer)

 

It was moved by Mayor Emmerson, seconded by Mayor Dawe that Council receive Report No. 2 of the Chief Administrative Officer and refer it and the following motion to Council's meeting of October 18, 2012.

 

MOVED BY:                  Mayor Emmerson

 

SECONDED BY:            Mayor Dawe

 

WHEREAS to change the composition of council in accordance with sections 218(5) and 218(7) of the Municipal Act a regional council must:

 

a) pass a resolution requesting the Minister of Municipal Affairs and Housing to enact a regulation to authorize the regional council to exercise the power to change the size of council, and

 

b) submit the resolution to the Minister

 

THEREFORE BE IT RESOLVED THAT:

 

1. The Council of the Regional Municipality of York Requests the Minister of Municipal Affairs and Housing to enact a regulation that would authorize it to change the size of Regional Council to have five additional members -- one from each of the Town of Aurora, the Town of East Gwillimbury, the Township of King, the Town of Whitchurch-Stouffville and the City of Vaughan, and

 

2. The change in the size of Regional Council be in place for the 2014 election so as to be in effect on December 1, 2014.

138     Regional Council Representation

(Report No. 2 of the Chief Administrative Officer)

 

It was moved by Mayor Dawe, seconded by Regional Councillor Wheeler that Council receive the communication from John D. Leach, Director of Customer and Legislative Services/Town Clerk, Town of Aurora, dated July 23, 2012, regarding Regional Council representation and refer it to consideration of the report and motion referred to in Minute No. 137 at the October 18, 2012 Council meeting.

139     United Way Week

 

It was moved by Regional Councillor Taylor, seconded by Regional Councillor Heath that Council receive the communication dated June 5, 2012 from Barbara Bellissimo, Campaign Chair, United Way York Region and recognize October 15 to October 19, 2012 as United Way Week.

140     Toastmasters Month

 

It was moved by Mayor Barrow, seconded by Mayor Emmerson that Council receive the communication dated August 15, 2012 from Vetri Kasinathan, Vice-President, Public Relations, TROY Toastmasters and recognize October 2012 as Toastmasters Month.

141     National Seniors Day

 

It was moved by Regional Councillor Spatafora, seconded by Regional Councillor Shulte that Council receive the communication dated September 10, 2012 from The Honourable Diane Finley, Federal Minister of Human Resources and Skill Development and the Honourable Alice Wong, Federal Minister of State (Seniors) and recognize October 1, 2012 as National Seniors Day.

142     COMMITTEE REPORTS

 

It was moved by Regional Councillor Di Biase, seconded by Regional Councillor Schulte that Council resolve itself into Committee of the Whole to consider the following reports:

 

Report No. 7 of the Community and Health Services Committee

Report No. 7 of the Environmental Services Committee

Report No. 8 of the Finance and Administration Committee

Report No. 7 of the Planning and Economic Development Committee

Report No. 7 of the Transportation Services Committee

Carried

 

Regional Chair Fisch chaired the Committee of the Whole.

 

The Committee of the Whole rose and recommended that Council adopt the recommendations in the following reports with amendments as noted:

Clause 1, 2013 Fare Rate Proposal, was adopted as amended to include the following fare rates:

 

h) Adult Monthly Pass                $ 120

i) Student Monthly Pass             $  90

j) Senior/Child Monthly Pass      $ 55

It was moved by Mayor Scarpitti, seconded by Mayor Grossi that Council adopt the recommendations of the Committee of the Whole with the exception of the item held out for  recorded votes in Minute No. 143 below.

143     2013 Fare Rate Proposal

(Clause 1 of Transportation Services Committee Report No. 7)

 

A recorded vote on the proposed amendment to Clause 1 of Transportation Services Committee Report No. 7 relating to the 2013 fare rate proposal - and specifically relating to changing the fares for the adult monthly pass to $120,  the student monthly pass to $90 and the senior/child monthly pass to $55 - was as follows:

145     AMO Regional and Single-Tier Caucus

 

It was moved by Regional Councillor Wheeler, seconded by Mayor Scarpitti that Council consent to the nomination of Mayor Robert Grossi for the 2012-2014 AMO Board of Directors, Regional and Single-Tier Caucus.

146     Streaming of Committee and Council Meetings

 

It was moved by Regional Councillor Taylor, seconded by Mayor Bevilacqua that staff investigate options, opportunities and issues related to public live streaming and archiving of Regional Committee and Council meetings and report back to the February or March 2013 meeting of Council.

147     Barbeque for the Special Olympics

 

Mayor Dawe encouraged all Council members and staff to attend the barbeque immediately following the Regional Council meeting in support of the Special Olympics team that is heading to the Special Olympics World Games taking place in PyeongChang, Korea from January 29 to February 5, 2013.

 

 

148     Gateway Conference

 

Regional Chair Fisch reminded Council of the upcoming Gateway Conference -- the Region's first conference for Internationally Educated Professionals, which takes place October 23, 2012 at the Sheraton Parkway Hotel in Richmond Hill. 

 

This conference is one of the many collective actions for the Region's Immigration Settlement Strategy that was developed under the leadership of Mayor Frank Scarpitti and Stephen Lam, Co-Chairs of the Community Partnership Council.
