October 17, 2013
Regional Council met at 9:33 a.m. in the Council Chambers, York Region Administrative Centre, 17250 Yonge Street, Newmarket, with Regional Chair Fisch presiding.
The following were present at this meeting:

It was moved by Regional Councillor Heath, seconded by Mayor Emmerson that Council confirm the Minutes of the Council meeting held on September 26, 2013 in the form supplied to the Members.

DEPUTATION
Council heard the following deputation:
131 United Way of York Region 2013 Campaign
Daniele Zanotti, Chief Executive Officer, United Way of York Region, provided an update to Council on the United Way of York Region's 2013 Campaign. The United Way of York Region has made an investment in multi-year funding with the launch of a three-year campaign to raise $30 million. The campaign goal is to improve access to local support so every neighbourhood in York Region can benefit from better health, higher educational achievement and better economic growth.
Daniele Zanotti indicated to Council that October 21-25, 2013 is United Way Week, with celebrations scheduled to take place in every neighbourhood across York Region.
Regional Chair Fisch advised that The Regional Municipality of York and York Regional Police are confident of reaching this year's staff fundraising goal of $425,000 in support of the United Way of York Region's 2013 Campaign. He added that the 10 municipalities in York Region will likely collectively raise about $1 million in support of the Campaign this year.
Regional Chair Fisch thanked the United Way staff and the thousands of volunteers and financial donors who over the years have supported the United Way's goal to help those in need within our community.
It was moved by Mayor Emmerson, seconded by Mayor Barrow that Council receive the deputation.

132 Toastmasters Month � October 2013
It was moved by Regional Councillor Spatafora, seconded by Mayor Grossi that Council receive the communication from Josh Reis, Vice President, TROY Toastmasters, dated October 8, 2013 and that Council recognize the month of October 2013 as Toastmasters Month.

It was moved by Regional Councillor Li, seconded by Mayor Hackson that Council introduce and approve certain Bills in the form as noted on the Revised Agenda and enact them as Bylaws.
A bylaw to stop up and close a portion of Bathurst Street (Y.R. 38) in the Town of Newmarket
A bylaw to adopt Amendment No. 5 to the Official Plan for The Regional Municipality of York
A bylaw to acquire certain lands for or in connection with the widening and reconstruction of Yonge Street, Town of Newmarket
A bylaw to amend Bylaw No. R-1017-93-112 to prohibit heavy trucks on Regional Roads
A by-law to appoint an Auditor for The Regional Municipality of York
A bylaw to amend Bylaw No. R-1337-2002-139 being a bylaw to prescribe maximum rates of speed on Warden Avenue (Y.R. 65)

138 Council Education Session - October 24, 2013
Regional Chair Fisch reminded Council that a private Education Session will be held on Thursday, October 24, 2013 at 9:30 a.m.in the Seminar Room of the Regional Administrative Centre. The Education Session pertains to the formal Provincial review of the Greenbelt Plan and the Oak Ridges Moraine Plan.

It was moved by Mayor Grossi, seconded by Regional Councillor Landon that Council convene in Private Session for the purpose of considering the following:

It was moved by Regional Councillor Spatafora, seconded by Mayor Grossi that Council receive the confidential report of the Commissioner of Environmental Services dated October 10, 2013.

141 Southeast Collector Trunk Sewer
It was moved by Regional Councillor Heath, seconded by Regional Councillor Jones that Council adopt the recommendation in the confidential report of the Commissioner of Environmental Services dated October 10, 2013 as follows:
1.Council approve the increased scope of work required to provide specialized scheduling and cost claims analysis services related to construction of the Southeast Collector Trunk Sewer in the Cities of Markham and Pickering, thereby increasing the assignment to Revay and Associates Limited to $666,551 excluding taxes and within the overall Capital Spending Authority for this project.

It was moved by Regional Councillor Heath, seconded by Mayor Dawe that Council receive the confidential memorandum dated October 3, 2013 from the Commissioner of Community and Health Services, and that the Commissioner of Community and Health Services issue a Request for Proposal for operation of Belinda's Place and report back to Council.

It was moved by Mayor Bevilacqua, seconded by Mayor Scarpitti that Council receive the confidential report of the Executive Director, Corporate and Strategic Planning dated October 10, 2013 and adopt the confidential direction to staff.

It was moved by Regional Councillor Wheeler, seconded by Regional Councillor Di Biase that Council enact the following bylaw to confirm the proceedings of this meeting of Council:

To confirm the proceedings of Council at its meeting held on October 17, 2013.
