Regional Council met at 9:30 a.m. in the Council Chambers, York Region Administrative Centre, 17250 Yonge Street, Newmarket, with Regional Chair Fisch presiding.

 

The following were present at this Meeting:

It was moved by Regional Councillor Rosati, seconded by Regional Councillor Schulte that Council confirm the Minutes of the Council meeting held on November 15, 2012 in the form supplied to the Members.

194      Tamil Heritage Month

 

It was moved by Regional Councillor Jones, seconded by Regional Councillor Heath that Council receive the communication dated November 28, 2012 from Juanita Nathan, Secretary, Markham Tamil Organization and recognize the month of January as Tamil Heritage Month (THM)

195      Community Policing Partnership Grant

 

It was moved by Mayor Hackson, seconded by Mayor Bevilacqua that Council receive the communication dated December 5, 2012, from Ingrid Hebel, Acting Executive Director, The Regional Municipality of York Police Services Board, and authorize the two-year extension agreements with the Ministry of Community Safety and Correctional Services for the continuation of the Community Policing Partnership Grant and the Safer Communities – 1,000 Officers Policing Partnership Grant.

196      GTA West Transportation Corridor

 

It was moved by Regional Councillor Taylor, seconded by Regional Councillor Jones that Council receive the communication dated December 13, 2012, from Kathleen Llewellyn-Thomas, Commissioner, Transportation and Community Planning and adopt the following resolution:

 

Whereas the Ministry of Transportation (MTO) has completed Stage 1 and the Transportation Development Strategy of the GTA West Corridor Environmental Assessment Study;

 

Whereas the Transportation Development Strategy has finalised the Preliminary Route Planning Study Area for the GTA West Corridor;

 

Whereas Stage 2 of the EA will identify and assess alternative alignments of the GTA West transportation facility within the Preliminary Route Planning Study Area;

 

Whereas MTO has indicated that the Stage 2 work of the EA will not proceed until late 2013;

 

Therefore be it resolved that:

 

1.     MTO be requested to proceed with Stage 2 of the EA as expeditiously as possible;

 

2.     MTO be requested to work collaboratively with York Region to prioritize the refinement of the Preliminary Route Planning Study Area in York Region as an early part of the Stage 2 work in defining and assessing alternative alignments for the GTA West Corridor.

197      Two-way Revenue Water Meter Chambers

(Clause 6 of Environmental Services Committee Report No. 8)

 

It was moved by Mayor Van Bynen, seconded by Mayor Hackson that Council receive the communication dated December 13, 2012 from Erin Mahoney, Commissioner, Environmental Services and adopt the recommendations contained in Clause 6 of Environmental Services Committee Report 8.

198      Extension of Weekend GO Transit Service

It was moved by Mayor Van Bynen, seconded by Regional Councillor Taylor that Council receive the communication dated November 27, 2012 from Lisa Lyons, Deputy Clerk, Town of Newmarket.

It was moved by Regional Councillor Spatafora, seconded by Mayor Dawe that Council resolve itself into Committee of the Whole to consider the following reports:

Report No. 11 of the Finance and Administration Committee

Report No. 9 of the Planning and Economic Development Committee

Regional Chair Fisch chaired the Committee of the Whole.

 

The Committee of the Whole rose and recommended that Council adopt the recommendations in the following reports:

It was moved by Regional Councillor Landon, seconded by Regional Councillor Wheeler that Council adopt the recommendations of the Committee of the Whole.

200      BYLAWS

 

It was moved by Regional Councillor Jones, seconded by Mayor Emmerson that Council introduce and approve certain Bills in the form as noted on the Revised Agenda and enact them as Bylaws.

 

Bylaw No. 2012-80        

To establish a public highway - Metro Road (YR 78), Dufferin Street (YR 53), 14th Avenue (YR 71)

 

Bylaw No. 2012-81

To establish a public highway- Jane Street (YR 55), Leslie Street (YR 12)

 

Bylaw No. 2012-82

A bylaw to assume the Joe Dales Sewage Pumping Station and the associated force main in the Town of Georgina

 

Bylaw No. 2012-83

A bylaw to authorize the temporary borrowing of monies to meet the current expenditures of The Regional Municipality of York for the year 2013

OTHER BUSINESS

 

201      Regional Council Education Session – January 17, 2013

 

It was moved by Mayor Barrow, seconded by Mayor Bevilacqua that Regional Council hold a meeting that is closed to the public pursuant to subsection 239 (3.1) of the Municipal Act for the purposes of educating its Members on matters pertaining to the draft 2013 Budget and 2014 Outlook and reserve and debt management strategies;

 

And that the meeting be held in the Seminar Room of the York Region Administrative Building beginning at 9:30 a.m. on January 17, 2013.

202      Donation of Two Decommissioned Ambulances to Guyana Burn and Health Care Foundation

 

Regional Councillor Spatafora informed Council of the recent visit to Guyana to deliver two decommissioned ambulances donated by York Region. This donation will help tremendously with in enhancing emergency care and saving lives. Both the President and Prime Minister of Guyana were in attendance to and express their gratitude for the donation.

 

 

203      Long Term Service Recognition – Members of Council

 

Regional Chair Fisch presented the following Council members with a certificate of appreciation in recognition of their years of service as Members of Regional Council and their dedication to York Region communities and residents:

 

20 years:

 

Regional Councillor Di Biase, City of Vaughan

 

15 years:

 

Mayor Barrow, Town of Richmond Hill

Mayor Emmerson, Town of Whitchurch-Stouffville

Mayor Grossi, Town of Georgina

 

10 years:

 

Regional Councillor Hogg, Town of Richmond Hill

Regional Councillor Rosati, City of Vaughan

 

 

204      PRIVATE SESSION

 

It was moved by Regional Councillor Spatafora, seconded by Regional Councillor Hogg that Council convene in Private Session for the purpose of considering the following:

 

 

1.     Private Report of the Commissioner of Transportation and Community Planning –Central Pickering Development Plan (Seaton) – Litigation

 

2.     Memorandum from Gabe Szobel, Senior Counsel – Seaton OMB Matter – Litigation

Council met in Private Session at 10:10 a.m. and reconvened in Council at 10:36 a.m.

 

It was moved by Mayor Emmerson, seconded by Mayor Barrow that Council rise and report from Private Session.

205      Central Pickering Development Plan (Seaton)

 

It was moved by Mayor Scarpitti, seconded by Regional Councillor Jones that Council receive the private memorandum, dated December 13, 2012 from Gabe Szobel, Senior Counsel, and adopt the recommendations contained in the Private Report of the Commissioner of Transportation and Community Planning, dated December 11, 2012, as follows:

 

1. The Ontario Municipal Board be advised that York Region objects to the approval of specific clauses of the amendments to the City of Pickering Official Plan, its Zoning By-law and related plans of subdivision that facilitate the development of Seaton as they do not adequately address the planning and implementation of inter-regional transportation infrastructure.

 

2. Regional staff be authorized to appear at the Ontario Municipal Board to defend the Region's position, if required, and the Regional Chair, or designate, be authorized to execute Minutes of Settlement, if appropriate.

206      CONFIRMATORY BYLAW

 

It was moved by Mayor Barrow, seconded by Mayor Van Bynen that Council enact the following bylaw to confirm the proceedings of this meeting of Council.

To confirm the proceedings of Council at its meeting held on December 13, 2012.
